1.    Post context

Supreme Headquarters Allied Powers Europe (SHAPE) provides an integrated Strategic Effects framework, employing a multi-domain and multi-region focus to create a 360-degree approach, with the flexibility to enable, upon direction, a seamless transition from Baseline Activities and Current Operations (BACO) up to the Maximum Level of Effort (MLE).  SHAPE supports SACEUR in fulfilling his terms of reference, as directed by the North Atlantic Council.

The incumbent will be responsible in providing CIS technical contribution for ACO related to the Digital Backbone and the Redundancy, Resilience and Survivability.

In addition, the incumbent will ensure the implementation of the Military Committee (MC) task to ACO regarding the Review of Minimum Military Requirements (MMR) for CIS Redundancy, Resilience and Survivability.

2. Principal Duties

The incumbent's duties are:

- Ensure the implementation of the Redundancy, Resilience and Survivability initiative, as part of the NATO 2030 Key Requirement Area.
- Develop CIS survivability and resilience requirements based on PACE principles.
- Initiate urgent projects for resilience improvement.
- Support the CIS Resilience requirements review as part of the Digital Backbone, the implementation vehicle for resilience and the way to get to Multi Domain Operations (MDO).
- Contribute under the lead of J6 Principal Technical Advisor at resolving different technical viewpoints in contribution to the Digital Backbone implementation.
- Initiate the SLA Review for the integration of the Redundancy, Resilience and Survivability initiative.
- Build a repository of relevant documents for CIS Redundancy, Resilience and Survivability, as part of the NATO 2030 Project.
- Contribute to the development of the data base of requirements for Redundancy, Resilience and Survivability based on existing approved documents – Policies, Directives, Capability Packages, Projects Proposals/TBCEs, studies etc.
- Contribute to the development of a workflow for resilience requirements implementation from the initiation to delivery and acceptance.

3. Special Requirements and Additional Duties

The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract.

• The incumbent may be required to undertake TDY assignments both within and without NATO’s boundaries and be willing to work unsocial hours.
• The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries. Such operational deployment may exceed 30 days duration up to 183 days in any period of 547 days, and may be on short notice. For NATO International Civilian Staff, acceptance of an employment contract linked to this post constitutes agreement to deploy in excess of 30 days if required.

The work is normally performed in a Normal NATO office working environment.
Normal Working Conditions apply.
The risk of injury is categorised as No risk / risk might increase when deployed.

4. Essential Qualifications
a. Professional/Experience
- Minimum of 4 years of experience in managing projects and programs or related managerial experience, out of which at least 2 years of experience in CIS project management and coordination;
- Strong coordination skills across operational, technical, project and policy stakeholders;
- Strong drafting skills for requirements, reports, briefings and decision-support products;
- Ability to build and maintain a structured repository of requirements and project roadmaps.

b. Education/Training
University Degree in management information systems, accounting, economics, finance, business administration, public administration, operations research, project management or related discipline and 2 years function related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience.

5. Desirable Qualifications
a. Professional Experience
- 2 years’ experience within strategic military/civilian HQ or international organization in a similar or adjacent roles ;
- Familiarity with NATO environment.

6. Attributes/Competencies

Professional Contacts: Regular contact with J6, SHAPE Community, ACO Community, NCIA, OCIO, NDS. Regular professional contacts with others inside and/or outside immediate Organization on functional matters. Solicits/gives information and provides advice/guidance. May negotiate at own level and should use initiative. Could commit the organizational element to a course of action. Maintains coordination with the NATO 2030 task force.

Contribution To Objectives: The post directly supports the MC task to ACO regarding the Review of the Minimum Military Requirements (MMR) for CIS Redundancy and Resilience and the fulfilment of CIS Shortfalls by ensuring effective coordination and administrative continuity, filling a critical support gap in the project team.

REMARKS:

The incumbent may be required to travel occasionally and work extended hours during high activity periods.

Duration of contract: The successful candidate will fill this post as a Project Linked NATO International Civilian (PLN) with a three-year definite duration contract within the NATO 2030 Agenda. On expiry of this term the PLN will be deleted or absorbed into the ceiling pending approval or will exceptionally be considered for extension.

The salary will be the basic entry-level monthly salary defined by the NATO Grade of the post, which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20%25 for pension and medical insurance contributions.
