Supreme Headquarters Allied Powers Europe (SHAPE) provides an integrated Strategic Effects framework, employing a multi-domain and multi-region focus to create a 360-degree approach, with the flexibility to enable, upon direction, a seamless transition from Baseline Activities and Current Operations (BACO) up to the Maximum Level of Effort (MLE). SHAPE supports SACEUR in fulfilling his terms of reference, as directed by the North Atlantic Council.

The Support Directorate is responsible for directing, monitoring and co-ordinating the implementation of Integrated Resource Management (IRM) activities and staff functions at all levels of command across Allied Command Operations (ACO), consistent with IRM policies, planning and prioritisation it serves as the focal point for the development and execution of ACO’s IRM at the military-strategic level to include the associated ACO wide processes of Planning, Performance Management, and Risk Management across the three resource pillars (Workforce, Military Budget and NATO Security Investment Program), in close coordination with SHAPE J8; it develops, manages and supports all Operational Requirements and statements, providing ACO’s perspective in the Capability Development Process.

The J4 Division is the Requirements Authority and Capability User Authority for NATO logistics and provides the cross-cutting authority, direction and requirement-setting at the strategic level for all project, sustain and maintain functions of logistics The Logistics Strategic Plans Branch is responsible for the development of all strategic Logistics Plans, Directives and Concepts of Support.

The Resource and Lifecycle Management Section co-ordinates the development and resource management of operational logistics requirements through the existing NATO process.

The incumbent is responsible to identify, define, optimize and coordinate the enterprise business processes related to the operational planning and execution of logistic support to the NATO exercises and operations during peacetime, crisis and conflict.

Principal Duties

The incumbent's duties are:

1.          Identify, define, optimise and coordinate the enterprise business processes related to the operational planning and execution of logistic support to the NATO exercises and operations during peacetime, crisis and conflict.

2.          Assist the Officer of Primary Responsibility (OPR) in coordination of operational requirements development for information systems supporting ACO Logistic, Medical and Military Engineers stakeholders roles in Enablement.

3.          Assist the OPR in coordination of all general Logistics Information Management (LIM) Function including:

a.          Monitor/analyze LIM responsibilities across Logistic, Medical and Military Engineering functional areas, using LOGFAS and MAVEN Smart System ;

b.          Strategic direction and guidance for NATO Information systems for LIM ;

c.          Develop policies/tools/processes in support of information systems supporting ACO Logistic, Medical and Military Engineering functional areas ;

d.          Direct / Coordinate development of ACO Procedure and planning guidance for LIM ;

e.          Identify LIM policy / material requirements and implement solutions ;

f.           Act as Operational Sponsor for development / use / management of NATO LIMs ;

g.          Provide LIM functional advice / support in support to NATO / national planning ;

h.          Support to Boards, WGs, Committees etc ;

i.            Support to Training and Exercises ;

j.            Knowledge Management.

4.          Assist the OPR in conducting of extra duties directly related to Information Management across Logistic, Medical and Military Engineering functional areas, involving:

a.          NATO Digital Enterprise Transformation;

b.          Next Generation Modelling & Simulation;

c.          NATO 2030 RSN Visualization System project;

d.          Federated Mission Networking/Logistic sub-syndicate.

Special Requirements and Additional Duties

The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract.

The incumbent may be required to undertake TDY assignments both within and without NATO’s boundaries and be willing to work unsocial hours.

The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries. Such operational deployment may exceed 30 days duration up to 183 days in any period of 547 days, and may be on short notice. For NATO International Civilian Staff, acceptance of an employment contract linked to this post constitutes agreement to deploy in excess of 30 days if required.

Essential Qualifications

Professional/Experience

1.          Minimum 2 years of experience in managing enterprise level logistics projects.

2.          Minimum 2 years of experience in managing logistics policy and processes.

3.          Minimum 2 years of experience in managing enterprise level IM projects.

4.          Minimum 2 years of experience in managing IM policy and processes.

Education/Training

University Degree in library, information science, management information systems, computer science or related discipline and 2 years function related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience.

Desirable Qualifications

Professional Experience

1.          Experience in leading teams.

2.          Previous experience in serving at a NATO.

3.          Cognisant of the NATO 2030 Initiative and relevant Allied and ACO efforts.

4.          Knowledge of capability delivery models and including MB and NSIP mechanisms.

Education/Training

• Course: NATO Logistics Introductory Course (NLIC) or equivalent.

• Course: Logistic Functional Area Services (LOGFAS) System Administrator and Manager or equivalent.

• Course: NATO Logistics Operational Planning Course (NLOPC) or equivalent.

• Course: NATO Logistics Operations Course (NLOC) or equivalent.

The incumbent must have good interpersonal and communication skills as well as diplomacy when dealing with staff members. Initiative with a positive “can-do” attitude, original thought, and team building are key qualities for this post as the incumbent will need to work closely with staff within the office and other NATO agencies. Possessing emotional intelligence/self-control to remain calm in the face of adversity conflict as well as the ability to embrace and lead change while remaining flexible/adaptable to emerging requirements are also.

Professional Contacts

The incumbent has professional contacts with staff members within NATO organizations and NATO agencies, particularly maintaining liaison coordination with ACO NATO 2030 POCs and with ACT on NON-CIS capability matters.

Contribution To Objectives

While NATO 2030 workstrans are ongoing in ACO, the incumbent will add value within J4 Division as a key SME on resources and LCM remit able to manage development of new Logistics Capabilities projects.

He will have a valuable role in liaising with various bodies and entities ensuring logistics requirements are in line with NATO 2030 efforts and proper addressed in achieving logistics strategic goals and objectives.

REMARKS:

Duration of contract: The successful candidate will fill this post as a Project Linked NATO International Civilian (PLN) with a three-year definite duration contract within the NATO 2030 Agenda. On expiry of this term the PLN will be deleted or absorbed into the ceiling pending approval or will exceptionally be considered for extension.

The salary will be the basic entry-level monthly salary defined by the NATO Grade of the post, which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20%25 for pension and medical insurance contributions.
