Davenergy Solutions is currently seeking an onsite full-time Construction Administrator (CM-CA) at the South Texas Veterans Health Care System in San Antonio, TX.
This is required support is needed to meet the Electronic Heath Record Modernization (EHRM) infrastructure upgrades across the South Texas Veterans Health Care System and to include work at associated annex and CBOCs.
Requirements
- The CM-CA shall be able to quickly understand and master the requirements of the local, state, and federal jurisdictions and the requirements of each considering the Requirements of the Project.
- The CM-CA must possess communication, language, and software skills with the ability to utilize a variety of software programs to monitor, update, and produce work products by applying knowledge of computer literacy.
- The CM-CA shall possess a working knowledge of construction practices and call upon this knowledge to assist in implementing the various plans set forth on the project including QA, Safety, Time, Cost, and Change & Information Management.
- The CM-CA shall be familiar with site operations of a General Contractor and Sub-Contractor and the process of managing a building construction operation.
- The CM-CA must have a working experience in monitoring the construction for Quality Assurance (QA).
- The CM-CA shall have experience in preparing, analyzing, and identifying incongruities and deficiencies in the Contractor's work relationship with the construction documents.
Hours of Operation & Travel
- Work schedule is 08:00–17:00, with possible evening, night, weekend, and holiday work based on facility needs and impacts to patient care.
- Travel may be required between project sites to support project activities.
- Must be able to accommodate project demands that may require on-site presence during non-standard hours.
- Federal holidays observed by the Department of Veterans Affairs are listed by OPM.
Relevant Experience
- Responsible for the construction analysis, development, design of, and the preparation of complete plans and specifications for new work and improvements.
- Provides administration oversight and evaluation concerning all construction disciplines as they pertain to all project work.
- Independently responsible and accountable for administration necessary in the development and completion of design projects, and review of the final contract documents.
- Assistance with project management, project engineering, planning, scheduling, code compliance, testing, record keeping, quality control, cost control, and general oversight of construction projects.
- Determines documentation needed based on results of an engineer risk assessment that could have a severe impact on patient care.
Additional responsibilities include:
- Attend project meetings with Architects, Professional Engineers, and contractors to support advancement toward project milestones and goals, including taking notes for communication to stakeholders.
- Develop project scopes of work to correct items identified in the Facility Condition Assessment, including review of existing site conditions, as-built drawings, and assessing impacts of the project on current staff and medical services.
- Review design and construction submittals to ensure compliance with the A/E Statement of Work, project specifications, and correction of identified deficiencies.
- Perform site safety rounds for construction projects, including documentation of OSHA compliance and performance of Infection Control Risk Assessment (ICRA) compliance checks.
- Conduct field inspections for construction projects, ensuring contractor installations meet local building codes, VA/VHA standards, and project specifications.
- Manage healthcare design and construction administration activities, including documentation of design and construction progress through emails, daily logs, meeting notes, review sheets, and other project records.
- Perform healthcare construction management and post-construction activities, evaluating construction impacts on hospital operations, ensuring minimal interruptions to patient care, and coordinating project activation and integration into facility operations.
Education
- The CM-CA may possess a degree from an accredited institution of higher learning and/or evidence of work experience or knowledge to compensate for absence of higher education.
- A minimum of three (3) years of construction work experience may be substituted and shall be reviewed for acceptability.
Physical Requirements
Must be able to see, hear, walk, drive, climb, reach, stoop, bend, and lift up to 50 pounds. Must be prepared to encounter all construction site conditions, including noise, dust, heights, odors, and enclosed spaces, and be physically capable of traversing sites with unstable footing, stairs, rough terrain, adverse weather, ladders, roofs, and other mobility-challenging conditions. Must possess the physical ability to take measurements, perform tests comparing in-place work to contract requirements, and observe work activities throughout the course of construction.
