Essential Functions for the Position:

This is an executive position with general management responsibility for the Paratransit Services system known as TheHandi-Van. The position oversees an operation with about 400 employees, including paratransit van operators, and reservations, scheduling, dispatch, and customer service staff. Maintenance of vehicles and facilities, finance (budgeting, timekeeping, payroll, FTA reporting, accounts payable, etc.), human resources, and information technology are supported through centrally administrative departments.

 

  • Provide results-oriented leadership and team building to provide excellent and compliant paratransit services to our customers, which include transportation, reservations, scheduling, and customer services.
  • Develop and execute strategic goals that create a positive synergy between the Company and the public.
  • Maintain effective and respectful relationships with the varying ability communities, including people who use our services; public and nonprofit organizations, including social service agencies; and advocacy groups.
  • Responsible for understanding and applying complex Federal and State disability laws, including the Americans with Disabilities Act (ADA) of 1990 and as amended in 2008, Hawaii Revised Statutes Section 489, as well as civil rights legislations and regulations to ensure compliance with Federal and State rules and regulations, and responding to inquiries.
  • Provide reliable, complete, and sufficient information to the Finance Department for the preparation of the annual budget.
  • Responsible for overseeing tight budget controls and cost cutting measures wherever possible while maintaining an efficient and effective operation.
  • Develop internal communications, policies, standards, and procedures to ensure compliance with City and Company policies.
  • Address requests for reasonable modifications from the public.
  • Prepare goals and objectives for the department based on those of the Company. Direct staff towards their fulfillment.
  • Serve on planning and policy-making committees.
  • Serve as the primary company liaison relative to paratransit services operational issues.
  • Represent the Company externally to government agencies, auditors, public and private stakeholders, and the general public.
  • Participate in the negotiation of union collective bargaining agreements.
  • Maintain confidentiality of highly sensitive and confidential information.

 

 

Special Knowledge & Skills:

  • Strong leadership and management skills, including the ability to supervise staff and coordinate complex work to meet organizational objectives.
  • Strong knowledge and understanding of the ADA, related civil rights laws, and Federal, State, and local regulations governing paratransit operations and service delivery.
  • Strong knowledge of paratransit operations, service delivery principles, performance measures, and industry best practices.
  • Strong communication skills and knowledge of sound business communication practices, including the ability to communicate complex information with clarity, both orally and in writing.
  • Strong knowledge of the disabled community network and resources for customers, including but not limited to nonprofit and for-profit agencies, state and county providers.
  • Strong understanding of data analysis and forecasting, performance metrics, and operational reporting to support sound decision-making and continuous improvement.
  • Able to work effectively with a diverse group of individuals and serve a diverse population of our community with professionalism.
  • Able to prepare clear, accurate, concise, and comprehensive records and reports, presentations, and correspondence.
  • Proficient in utilizing standard business technology and software applications including word processing, spreadsheets, presentation software, and reporting tools.
  • Understanding budget development and cost control practices.

 

Education, Training & Experience:

  • Bachelor's degree in Transportation, Logistics, Planning, Public Administration or Business Administration, or related field. A bachelor’s degree may be substituted with eight (8) or more years of supervisory management experience in public transportation.
  • Seven (7) years of senior-level management experience in a medium-to-large company or an equivalent combination of education, training, and related experience.
  • Five (5) years of senior-level experience in the administration, operation, and management of paratransit services desired.

  • Work independently and manage multiple and rapidly changing priorities. Organize, set priorities, and exercise sound judgment within areas of responsibility while maintaining confidentiality.
  • Establish and maintain highly effective working relationships with board of directors, executives, employees, various City agencies, vendors, customers, and others encountered in the course of work.
  • Demonstrate strong leadership and management skills, including selecting, supervising, and coaching staff, monitoring staff performance, and evaluating department effectiveness.
  • Use appropriate degree of tact, discretion, and diplomacy in addressing various work situations.
