Position Responsibilities(not all inclusive):
Responsible formaintaininga safe workplace program and ensuring safety is the highest priority in the workplace
Designatedas theregulatory subject matter expertfor the shipment ofdangerous goods, including the completion of all Shippers’ Declaration forDangerousGoods forms, for ASC, the US Antarctic Program and all other agencies and foreign countries shipping hazmat on USAP logistical assets
Acts as agent for ASC/US Antarctic Program to ensure compliance with allDangerous GoodsTransportation regulations including Title 49, US Code of Federal Regulations (49 CFR), International Air Transportation Association/International Civil Aviation Organization (IATA/ICAO) Dangerous Goods Regulations, International Maritime Dangerous Goods Code (IMDG), and Air Force Inter-serviceManual (AFMAN) 24-604
Is the quality assurance expert for all activities related todangerous goods, andsupervises the Hazardous Cargo Specialist
Develops and conducts all hazardous material identification and certification training coursesduring the contracted seasonon AFMAN 24-604, IATA/ICAO, IMDG, 49 CFR and the USAP Airlift ofDangerous GoodsManualfor USAP personnel(TL-MAN-0011), including McMurdo,South Pole andnear/deepfield camps, as well as ASCwork centerswho are involved in the safe transport of hazardous materials (e.g. MCM Fire Dept), unless commercial training venues are more cost effective.Training must meet requirements of§172.704 as related to §171.1.

Actsas theregulatory specialist and final authorityfor conflicts within the USAP(On-Continent Only)regardingshipment ofdangerous goods
Advises Management on potential issues concerning the shipment ofdangerous goodsand provides guidance asrequired
Evaluates and ensuresdangerous goods arepackaged according to applicable regulations fordangerous goodsmovement, all modesfor McMurdo and South Pole.
Coordinates andoverseesthe packaging and certification of alldangerous goodsgenerated at McMurdo Station, for transport via All Modes
Researchesand responds to inquiries fromany AntarcticResearch Programregardingrules and regulations dealing with the transportation ofdangerous goodsthrough McMurdo Station.
Ability to communicate technical information to non-technical personnel
Provides assistance toall grantees and other agencies in the processing of theirdangerous goods
Coordinates with Fixed Wing and field camp staff planning personnelregardingthe retrograde ofdangerous goodsfrom field camps andprovideson-site guidance when requested
Mustassistin other general Logistics duties as needed, including report generation, shipping receiving functions forall of T&L.
Responsible for the inventory,andconsumptionofpackaging suppliesand regulatory manuals for all stations and portsduring contracted season
Interacts with NSF, military, freight-forwardersand other agency officialsand ASCwork centersin a professional and tactful manner

TDY Duties(Part Time)
Requests packaging waiversandInterim Hazard Classification letters directly from AFMC and DOT and ensurestimelycompliance within established customer metric timelines.Ensures consistent compliance with DOT-SP 9198 requirements within department as well as for civil contractedaircraftcompany tomaintainNSF’sgranteestatus to this special permit
Maintains the USAP Airlift of Hazardous Material Manual, the USAP HAZMAT Waiver Procurement for Air-Shipped Cargo, and the USAP Requirements for Shipment of Explosives.This includes publishing proper technical revisions and creating new documentation when needed, and makingappropriate distributionsof the paper and electronic copies
Maintains current certificationsin AFMAN 24-604, IATA/ICAO, IMDG and 49 CFR, and monitors and distributes regulatory updates as they are issuedduring contracted season
Reviews all Support Information Packages (SIP) for dangerous goods and provides information asrequiredto all USAP terminals’ planning personnel for shipment to Antarctica
Makes recommendations for dangerous goods handling and movement policy for the USAP Packaging and Shipping Instruction and relays such at meetings with NSF and other agencies
Assistin ordering packaging supplies and regulatory manuals
Assistinhiring ofHazardous Cargo Specialist Position
Assist T&L with general planning of upcoming science season and coordination of activities
Required Education, Experience, Certificates and Licenses:
High School Diplomaor GED
At least four years’ shipping and/or packaging experience in the dangerous goods transportation industry
At least four years’supervisoryexperience
Expected Skills and Competencies:

Must be willing and able to lift and move items, parts, assemblies, and equipment up to the safety regulation maximum as required by the position.
Must be willing and able to perform physical activities including heavy lifting, climbing in and out of equipment, crawling, and working outdoors in extreme cold as required by the position.
Must participate in community programs, such as “house-mouse” (chores), “daisy-picking” (cleaning-up around the station), recycling efforts & safety objectives.
Valid Driver’s License issued in the United States
No clearance requirement but the contract and/or the site requires US Citizenship to be approved for access. (includes NACI / T1, MRPT, CAC): Must be able to obtain andmaintainfacility credentials/authorization. Note: US Citizenship isrequiredfor facility credentials/authorization at this work location.
