Description
GENERAL SUMMARY OF THE POSITION: Responsible for developing and implementing the workforce
programs for the organization.
Primary Responsibilities/ Tasks:
- Develop and implement the workforce development program for youth and adult.
- Supervise the workforce development case managers.
- Establish relationships with employers to assure placements of program clients.
- Ensures the compliance with contracts and funders.
- Prepare outcome reports for the workforce development unit.
- Manage the workforce development trainers and subcontractors.
- Assure the effective implementation of the career plans for clients.
- Meets with local industry representatives to determine workforce and or talent needs.
- Build and maintain productive relationships with public-sector, private-sector and non-profit
employers to create career pathways for future talent.
- Gathers labor market information, talent demand and skills requirements and translating
data into meaningful information to create workforce development strategies.
- Develop and manage a database of employers and/or industry representatives and maintain
regular communication through appropriate channels.
- Other duties as assigned by the Youth & Family Services Director in response to a rapidly
changing environment.

Requirements
Qualifications and Experience Requirements:
- Must have a bachelor’s degree in Human Resources or Related Field. Master’s degree
preferred.
- At least 3 years of experience in workforce development or training programs.
- Must have high proficiency with computer software, including Microsoft Word, Excel and
Outlook. Advanced skills in Microsoft Excel is a must.
- Must have outstanding leadership skills.
- Knowledge of salesforce software strongly preferred.
- Must be able to work independently, be reliable and organized.
- Must have excellent verbal and written communication skills.
- Ability to secure clearance for PA Child Abuse, PA Criminal History, FBI, and National Sex
Offenders Clearance (required).
- Possess or ability to secure PA Drivers License and insurance (preferred).
- Ability to secure health clearances every two years and TB once (required).
- Proficiency in Excel, PowerPoint and Microsoft Office, Constant Contact and Sales Force
preferred.
