Description

GENERAL SUMMARY OF THE POSITION: Responsible for developing and implementing the workforce 

programs for the organization.

Primary Responsibilities/ Tasks:

  • Develop and implement the workforce development program for youth and adult. 
  • Supervise the workforce development case managers. 
  • Establish relationships with employers to assure placements of program clients. 
  • Ensures the compliance with contracts and funders. 
  • Prepare outcome reports for the workforce development unit. 
  • Manage the workforce development trainers and subcontractors. 
  • Assure the effective implementation of the career plans for clients. 
  • Meets with local industry representatives to determine workforce and or talent needs. 
  • Build and maintain productive relationships with public-sector, private-sector and non-profit 

employers to create career pathways for future talent. 

  • Gathers labor market information, talent demand and skills requirements and translating 

data into meaningful information to create workforce development strategies. 

  • Develop and manage a database of employers and/or industry representatives and maintain 

regular communication through appropriate channels. 

  • Other duties as assigned by the Youth & Family Services Director in response to a rapidly 

changing environment.

Requirements

Qualifications and Experience Requirements:

  • Must have a bachelor’s degree in Human Resources or Related Field. Master’s degree 

preferred. 

  • At least 3 years of experience in workforce development or training programs. 
  • Must have high proficiency with computer software, including Microsoft Word, Excel and 

Outlook. Advanced skills in Microsoft Excel is a must. 

  • Must have outstanding leadership skills. 
  • Knowledge of salesforce software strongly preferred. 
  • Must be able to work independently, be reliable and organized. 
  • Must have excellent verbal and written communication skills. 
  • Ability to secure clearance for PA Child Abuse, PA Criminal History, FBI, and National Sex 

Offenders Clearance (required). 

  • Possess or ability to secure PA Drivers License and insurance (preferred). 
  • Ability to secure health clearances every two years and TB once (required). 
  • Proficiency in Excel, PowerPoint and Microsoft Office, Constant Contact and Sales Force 

preferred.
