CO - P4483 - Deputy Director of Water Operations - Stormwater & Wetland Programs

The Virginia Department of Environmental Quality (DEQ) is seeking a forward thinking, collaborative leader to serve as the Deputy Director of Water Operations - Stormwater & Wetland Programs. The position is primarily responsible for leading the Construction and Municipal Stormwater and Virginia Water Protection regulatory programs. Duties include directing permitting, plan review, and compliance activities. Duties also include engaging with local governments, industry partners, and stakeholders to establish stormwater and wetland policies and guidance. 

This position may require you to operate a state owned or leased vehicle. Therefore, a valid driver's license is required. 

Please note this position follows a hybrid work schedule to include both in-office and telework. Candidates must be able to work from the assigned work location in Virginia.

Responsibilities

Responsibilities include but are not limited to: Leading the DEQ’s Construction Stormwater, MS4, and Wetland programs. Ensuring consistent, effective implementation of programs in alignment with state and federal laws, regulations, and DEQ's mission. Setting program priorities, developing innovative procedures and guidance, and championing best practices to advance DEQ goals. Representing DEQ as a subject matter expert, facilitating productive dialogue with regulatory agencies, local governments, and other stakeholders. Delivering timely solutions that safeguard Virginia's water quality. Fostering strong internal and external relationships, promoting teamwork, and open communication to achieve shared goals. Mentoring and developing staff to cultivate a culture of excellence, accountability, and professional growth
 

Qualifications

• Extensive experience in developing, managing, and implementing water regulatory programs. 
• Knowledge of managing operational budgets; program performance planning and evaluation. 
• Demonstrated ability to resolve complex permitting and compliance challenges and negotiations with stakeholders. 
• Demonstrated effective collaboration between DEQ's Regional Offices and Central Office teams.
• Demonstrated effective personnel management and evaluation. 
• Combination of training, experience and/or education with major course work in biology, chemistry, ecology, planning, or other environmental science related field desired. 
• Must complete an annual Statement of Economic Interest and Virginia State and Local Conflict of Interest Act Training (bi-annually).
