The Healthcare Navigator provides outreach, education, and enrollment assistance to individuals and families seeking health coverage and other public benefit programs. Serving as a trusted community resource, the Navigator helps consumers understand their coverage options, maintain benefits, access healthcare services, and navigate barriers that impact their health and well-being. The Navigator also connects individuals to community resources, including food, housing, medication assistance, and other supportive services, while conducting outreach and providing in-person assistance throughout Collin, Dallas, Denton, and Rockwall counties.
Essential Functions
Deliver high-quality outreach, education, and enrollment assistance to individuals and families seeking health coverage and public benefit programs.
Conduct one-on-one consultations to assess consumer needs, determine eligibility, and facilitate enrollment in Qualified Health Plans (QHPs), Medicaid, CHIP, and other available programs.
Develop and deliver presentations, workshops, and educational sessions to increase community awareness of health coverage options and available resources.
Complete and maintain all required Navigator training, certification, and continuing education requirements.
Ensure compliance with all federal, state, organizational, and program-specific policies related to confidentiality, privacy, data security, and conflict-of-interest standards.
Accurately document consumer interactions, maintain case records, and submit required reports and supporting documentation in a timely manner.
Monitor progress toward program goals and performance measures, regularly communicating successes, challenges, and opportunities for improvement with program leadership.
Build and maintain collaborative relationships with community partners, healthcare providers, public agencies, and other stakeholders to expand access to services and strengthen referral networks.
Represent the organization at community events, enrollment fairs, and outreach activities to promote health coverage and connect residents to available resources.
Participate in ongoing professional development opportunities to remain current on healthcare coverage programs, eligibility requirements, and industry best practices.
Provide exceptional customer service through culturally responsive, compassionate, and consumer-centered support.
Perform other duties and responsibilities as assigned.

Core Competencies
Certifications and Licenses Required
Texas driver’s license or alternate means of transportation
Certification for Navigators as required by applicable state and federal laws.
Work Environment
This position operates in both office and community-based settings and requires regular travel throughout the service area to conduct outreach, education, and enrollment activities. The role utilizes standard office technology and digital systems to support consumer assistance, communication, and program reporting.
Physical Requirements
This is a highly mobile position that requires regular travel throughout the assigned service area to conduct outreach, education, and enrollment activities in community-based settings.
Physical requirements include
Ability to travel frequently between program locations and community sites.
Ability to transport and set up outreach materials and equipment weighing up to 20 pounds.
Ability to operate computers, mobile devices, and other standard office equipment.
Ability to communicate effectively in person, virtually, and by telephone with consumers, community partners, and stakeholders.
Ability to remain stationary for extended periods and to move throughout community and office settings as needed to perform job responsibilities.
Position Type/Expected Hours of Work
This is a full-time position based on 40 hours per week. Occasional evening and weekend work may be required as job duties demand.
Travel
This position requires less than 10% out-of-region travel. Local in-region travel for meetings may be approximately 40% to 50%.
Required Education and Experience
High school diploma or equivalent
Associates’ college degree or more a plus
Minimum of three years’ full-time work experience
Experience with community outreach, sales, customer service, or client enrollment services
Other Requirements/Preferences
Ability to communicate in both English and Spanish verbally and in writing preferred.
Reliable transportation to and from work sites
