The Sr. Program Specialist – Workforce Development drives internal coordination, execution tracking, and data integrity for workforce development initiatives — including the CHIPS Direct Funding Agreement (DFA) framework — at the F21 facility. This role serves as the critical internal hub connecting HR, Finance, Legal, Construction, and HQ to ensure Workforce Strategy and Funding Obligation (WSFO) activities are executed on schedule, compliant, and accurately reported.

 

This is primarily office-based work directly related to TSMC Arizona's general business operations — program management, budget administration, audit and compliance reporting, and cross-functional coordination across HR, Finance, Legal, and Construction. The incumbent exercises discretion and independent judgment on matters of significance: identifying and resolving operational bottlenecks before they require escalation, evaluating budget variances and recommending corrective action, and interpreting program data to inform recommendations to leadership and HQ.

 

Responsibilities:

     Serve as the internal hub coordinating with HR, Finance, Legal, and Construction to ensure day-to-day Workforce Strategy and Funding Obligation (WSFO) activities execute on schedule under the CHIPS DFA framework.

     Independently identify internal operational bottlenecks and determine the appropriate resolution path, escalating to the Manager only those risks requiring executive decision-making.

     Monitor program milestones and deliverables, exercising judgment to maintain alignment with federal funding obligations.

     Support the planning, execution, and tracking of workforce development and hiring programs, including progress monitoring, timeline management, and milestone tracking, under the leadership of the Workforce Program Manager (PM).

     Drive the successful execution of workforce development programs end-to-end, proactively flagging risks, delays, or resource constraints and proposing solutions to keep programs on track.

     Prepare briefing materials, status updates, and decision-support documents that translate program data into actionable recommendations for PM and leadership review.

     Manage and track budgets and expenses for assigned workforce development programs, exercising judgment to keep expenditures within approved limits.

     Coordinate with Finance to reconcile program spending, process invoices, and forecast future budget needs; provide budget status reports identifying variances and recommending corrective action.

•     Manage all financial tracking related to workforce development programs, including PRPO, JCAN, RFC, and petty cash, and maintain accurate bookkeeping for all workforce development programs.

     Own tracking and management of On-the-Job Training (OJT) activities, including the Apprenticeship Program — participant enrollment, external education, work hours, training hours, competency milestones, and completion rates — ensuring accuracy and compliance with federal and state requirements.

     Coordinate directly with managers, supervisors trainers and mentors to verify training progress, address participant performance issues, and determine when escalation is warranted.

     Serve as the primary liaison between TSMC internal teams and GPCF (Greater Phoenix Chamber Foundation) workforce contractor staff for day-to-day operational coordination, escalating contractor-related gaps to the PM for resolution.

     Facilitate internal HR communication regarding active WSFOs (Workforce Strategic Funding Orders) and collaborate with internal operations teams to secure job placements for program participants.

     Field day-to-day internal questions and operational issues regarding workforce programs from TSMC employees and managers, resolving directly where appropriate and proactively communicating program updates, risks, and status changes to the PM for escalation.

     Coordinate internal status meetings and ensure TSMC Legal is included on all draft documents and communications as required; maintain internal archives of approved WSFO communications in accordance with TSMC document control and confidentiality standards.

•     Maintain organized, audit-ready records for all workforce development programs, ensuring documentation is complete, accurate, and readily available to support federal and state workforce program requirements.

•     Serve as the internal point of contact for gathering documentation in preparation for federal and state audits of workforce development programs, and report on key program metrics and outcomes for leadership, HQ, and stakeholder review.

 

 

 

Minimum Qualifications/Requirements:

  • Education:
    • Bachelor’s degree in Human Resources, Business Administration, Public Administration, Organizational Development, Communications, or a related field.
    • 3+ years of experience in workforce development, program coordination, or internal operations within a large-scale manufacturing, construction, or technology environment.
  • Technical Skills:
    • Demonstrated experience coordinating cross-functional teams (HR, Finance, Legal, Operations).
    • Proven ability to support senior program/project managers in end-to-end program execution.
    • Strong data compilation, verification, and reporting skills with the ability to report on key metrics and outcomes.
    • Experience with budget management and financial tracking for programs or projects.
    • Experience managing external stakeholder relationships (government agencies, educational institutions, community organizations, contractors).
    • Experience tracking compliance with federal and/or state workforce program requirements.
    • Proficiency in Microsoft Office Suite (Excel, PowerPoint, Word) and data management tools.
    • Excellent written and verbal communication and presentation skills.
    • Strong organizational skills with the ability to manage multiple programs and priorities simultaneously.
    • High attention to detail and commitment to data integrity.
  • Physical Requirements:
    • Primarily an office-based role requiring the ability to sit for extended periods of time while working at a computer.
    • Ability to use a computer, keyboard mouse and other standard office equipment for prolonged periods of time.
    • Ability to occasionally stand, walk, reach, bend, and carry light objects.
    • May require occasional travel to company sites or other meetings that involve walking through office, industrial or construction environments.

 

Preferred Qualifications/Requirements:

  • Master's degree in a related field.
  • 5+ years of experience
  • Experience with CHIPS Act, federal grant compliance, or government-funded workforce programs.
  • Experience coordinating with headquarters (HQ) teams in a global or multinational organization, particularly localizing and deploying global programs at the site level.
  • Familiarity with On-the-Job Training (OJT) frameworks, apprenticeship models, and workforce pipeline programs.
  • Experience coordinating with general contractors and workforce contractor staff on large-scale construction or manufacturing projects.
  • Experience in the semiconductor, advanced manufacturing, or construction industry.
  • Professional certifications such as PMP, SHRM-CP/SCP, or CPLP.
  • Experience with HRIS, LMS, or workforce analytics platforms.
  • Knowledge of adult learning principles, instructional design, and competency-based frameworks.
