OSS is seeking a Senior Application Architect to serve as a technical lead for customer-focused application development efforts supporting government business operations. The ideal candidate brings extensive experience across the full software development lifecycle, from requirements analysis and solution architecture through application development, testing, deployment, training, and sustainment.
This role will work closely with customer stakeholders and functional leads to translate business needs into scalable, intuitive, and maintainable technology solutions. The Senior Application Architect will lead technical solution design, establish application and data architectures, guide development teams, and ensure delivered solutions meet or exceed customer requirements.
The primary focus will be the automation and modernization of government business processes, including project management, acquisition, resources, funding, scheduling, and associated data. Solutions should not only streamline business processes and improve data management, but also provide intuitive user experiences and meaningful data visualizations that enable senior leaders and functional managers to make informed decisions.
Key Responsibilities
- Lead the technical execution of customer application development projects from requirements through deployment and sustainment.
- Collaborate directly with customer key stakeholders and functional experts to elicit, analyze, validate, and prioritize business requirements.
- Translate business and operational requirements into technical solutions, including:
- Business process maps and workflows
- Functional and technical requirements
- Application and user interface designs
- Business rules and data models
- Database architectures
- System integrations and interfaces
- Develop application architectures and technical approaches that are scalable, maintainable, secure, and aligned with customer needs.
- Lead and contribute to application development, testing, deployment, user training, and ongoing sustainment.
- Provide technical leadership and guidance to application developers throughout large, complex project efforts.
- Mentor junior and mid-level developers and promote consistent development practices and high-quality solutions.
- Communicate project status, technical risks, dependencies, schedules, and changes to customer and internal stakeholders.
- Support customer relationship management by establishing strong working relationships, understanding evolving customer needs, and identifying opportunities to improve business processes and technology solutions.
- Design intuitive user interfaces that support efficient data management and provide meaningful visualizations, dashboards, and reporting for senior management and functional leads.
- Evaluate existing business processes and recommend opportunities for automation, modernization, and improved data utilization.
- Participate in demonstrations, design reviews, technical discussions, and customer presentations.
Required Qualifications
- 10+ years of experience delivering software applications across the full software development lifecycle.
- Bachelor’s degree in Computer Science, Management Information Systems (MIS), Information Technology, or a related field.
- Demonstrated experience translating informal or high-level customer needs into actionable technical requirements and solutions.
- Experience with business process analysis and modeling, including workflows, business rules, and process improvement.
- Experience with application architecture, user interface design, and relational database design.
- Demonstrated ability to lead technical teams and collaborate effectively with other software developers.
- Strong customer-facing skills, including the ability to communicate technical concepts to both technical and non-technical stakeholders.
- Ability to effectively communicate project status, schedules, risks, dependencies, and changes to stakeholders.
- Excellent organizational, time-management, written, and verbal communication skills.
Preferred Qualifications
- Experience developing solutions using the Microsoft 365 Power Platform: Power Apps, Power Automate, and Power BI
- Experience using Microsoft Visio for business process and solution modeling.
- Experience using Microsoft Project or similar project management and scheduling tools.
- Experience automating and modernizing government business processes, particularly project management, acquisition, resource management, funding, or scheduling.
- Experience designing executive dashboards, data visualizations, and decision-support tools.
- Experience working directly with government customers and senior functional stakeholders.
- Experience mentoring and providing technical leadership to software development teams.
