Job Description
Program Description:
The Our Children, Our Families Initiative (OCOFI) team at the Department of Children, Youth and Their Families (DCFY) is responsible for the design and implementation of the OCOFI Citywide Community Needs Assessment (CCNA), the City’s Plan for Children and Families (Plan) and the continuous improvement cycle of shared data review across city departments and SFUSD. The passing of Proposition J in November 2024 strengthened the OCOFI, which reforms how the city strategically coordinates, evaluates and funds services for youth and families, requiring stricter, outcome-based monitoring. It focuses on fostering partnerships and creating a shared vision and plan, to ensure data-driven, equitable services for San Francisco’s youth and families.
Position Description:
Under the general direction of the OCOFI Director, the OCOFI Principal Analyst (Analyst) will play a key role in developing the analytic approach for San Francisco’s first ever Citywide Community Needs Assessment (CCNA). This includes supervising the OCOFI Analyst in developing and executing a plan for secondary data analysis from sources and serving as a primary liaison to other city departments to understand and integrate their department data, evaluations and strategies. The Analyst will work with the OCOFI Director and Engagement & Research Specialist to design and facilitate primary data collection in the community, in particular through the OCOFI Family Summits. Following the data collection and analysis phases, the Analyst will take a lead role in writing the Citywide Community Needs Assessment.
In the second year, the Analyst will partner with the Director to lead the development of the City’s Plan for Children and Families (Plan). That will include facilitating conversations with city departments and the district around the results and strategic implications of the CCNA. It will also include leading research into best practices in budget, policy and program alignment to inform the Plan development. The Analyst will take a lead role in engaging OCOFI stakeholders in the drafting and review of sections of the Plan and in writing the overall final Plan.
In the third year, the Analyst will support the initial implementation of the Plan. The Analyst will work with the Director and Controller’s office to draft policies around how departments and the district will align their budgets to the Plan. The Analyst will also lead the development of a continuous improvement process that reviews data from the Plan and engages departments and the district in a methodology for identifying success and challenges to make course corrections as needed.
Essential Job Duties and Responsibilities:
The job duties and responsibilities include, but are not limited to:
- Lead and develop the data collection and reporting protocols for the CCNA.
- Play a lead role in the drafting of the CCNA.
- Facilitate the engagement of OCOFI stakeholders in the development of the Plan, including leading group and individual discussions about the data and its implications.
- Bring high quality research to inform OCOFI strategy development.
- Play a lead role in drafting the Plan.
- Lead and develop the continuous improvement methodology for engaging departments and the district in ongoing discussions about how to improve outcomes within the context of the Plan.
Project Information:
- Anticipated Project Duration (may be longer than position duration): 3 years
- Project Objective: Develop methodology protocols for creating and implementing the key OCOFI planning processes and documents.
- Project Specific Deliverables this Role is Assigned:
- Year 1: Develop and implement the data collection design for and play a lead role in writing the Citywide Community Needs Assessment
- Year 2: Play a lead role in the development and writing of the City’s Plan for Children and Families
- Year 3: Develop the structure and methodology for facilitating ongoing continuous improvement work across departments and the district in each of OCOFI’s goal areas
Qualifications
Possession of a baccalaureate degree from an accredited college or university, and five(5) years full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.
Substitution:
Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.
Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.
