 New York State Homes and Community Renewal (HCR) is the State’s affordable housing agency, with a mission to build, preserve, and protect affordable housing and increase homeownership throughout New York State.

 This position is with HCR's Housing Trust Fund Corporation (HTFC). This is not a civil service position and does not require a civil service exam. Candidates must meet the minimum qualifications outlined below to be considered.

HCR’s Sustainability Unit and deploys several programs in alignment with the States Housing and Sustainability initiatives, which include but are not limited to, The Weatherization Services programs, Clean Energy Initiative, The Climate Friendly Homes Fund, All-Electric Multifamily Program, and Green Affordable Pre-electrification program. These programs total over $160M a year in grants and loans, across multiple contract sources, and deployed through various contracting and deployment mechanisms. 

DUTIES AND RESPONSIBILITIES:

The Housing Provide project management, on-sight construction oversight, and technical expertise for various decarbonization and energy efficiency programs within NYS Homes and Community Renewal’s Office of Housing Preservation. This position will work closely with the Director of Sustainability Programs to support the HCR Sustainability Unit in successfully aligning the State’s Decarbonization goals under the direction of the VP of Sustainability. Responsibilities include, but are not limited to: 

  • Conduct regular on-site verification visits during construction for projects funded through HCR’s various decarbonization and energy efficiency programs.
  • Provide technical expertise and oversight for projects completing third-party commissioning to ensure a smooth transition from construction to operation.
  • Provide support on an as needed basis post-construction to address any operational issues or performance concerns. This may include coordination with retro commissioning teams/activities.
  • Provide technical assistance for multifamily and single-family buildings overseen by Statewide Asset Management Unit (AMU).
  • Support the technical review and maintenance of HCR’s various technical resources, including HCR’s Sustainability Guidelines.
  • Provide technical expertise in the design of future decarbonization and energy efficiency programs (heat pump installation/building envelope performance/weatherization/etc.).
  • Coordinate with the Design Unit, Environmental Unit, Asset Management, and other teams within HCR to manage projects.
  • Review Housing development plans for accuracy and technical compliance with the Sustainability Guidelines as assigned or requested by leadership.
  • Will be expected to travel to housing development sites on a regular basis.

MINIMUM QUALIFICATIONS: 

  • Bachelor’s degree, or equivalent work experience, and a minimum of three years of experience working in a professional office setting in either building energy consulting/management, commissioning or retro-commissioning, building operations, or engineering design.
  • Education and professional experience in energy consulting/auditing, commissioning/retro-commissioning, Architecture/Engineering, or sustainability consulting preferred. 
  • At least one of the following certifications or professional licenses, or equivalent work experience: Professional Engineer (P.E.) license, Certified Energy Manager (CEM) certification, Building Commissioning Professional (BCxP) certification, or Certified Commissioning Professional (CCP) designation. 
  • Ability to solve problems, including but not limited to reviewing mechanical, electrical, and plumbing (MEP) design against real time operational performance to suggest opportunities for improvement.
  • Ability to establish effective working relationships
  • Excellent oral and written communication skills.
  • Strong analytical and organizational skills.
  • Ability to work effectively in and with diverse communities.

Substitutions: four years of specialized experience or associate degree and two years of specialized experience may substitute for bachelor’s degree; J.D. or master’s degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.

ESSENTIAL SKILLS: 

  • Experience managing, or supervising, multiple construction projects simultaneously.
  • Experience with high-performance new construction buildings and/or existing building retrofits.
  • Experience with building commissioning, retro-commissioning, or energy audits.
  • Technical expertise in different heat pump technologies, including expertise in adequate sizing, installation, commissioning, and effective operation.
  • Experience with building electrification strategies and technologies, particularly for multifamily and single-family housing.
  • Experience reviewing and analyzing construction drawings, product specifications, energy model reports, utility bills, and benchmarking reports.
  • Familiarity with construction sites and on-site verification work, including maintaining site documentation.
  • Experience or familiarity with New York City and New York State Energy Conservation Code
  • An understanding or familiarity with the State’s Climate Leadership and Community Protection Act goals, specifically related to Housing.
  • Familiarity with regulated affordable housing, either with design or implementation, financing, operations management, or development. 
  • Ability to communicate between engineers/designers and building operators and maintenance teams, to support training and educational opportunities.
