Job DetailsJob Location: Washington, DC 20024Position Type: Full TimeEducation Level: 4 Year DegreeSalary Range: $160,000.00 - $170,000.00 SalaryTravel Percentage: Up to 25%Job Shift: DayJob Category: GovernmentMayvin is currently seeking a Data Collection System (DCS) Developer/Team Lead to provide support to the Test & Evaluation (T&E) Division in the Department Homeland Security's Federal Emergency Management Agency (DHS FEMA). This individual is responsible for the maintenance, enhancement, security, deployment, and operational support of the data collection systems T&E events. This position supports the full software lifecycle, from requirements analysis and development through deployment, testing, operational execution, and archival data delivery. The role requires close coordination with Data Managers, analysts, cybersecurity personnel, test teams, and government stakeholders to ensure successful collection, validation, and preservation of test data.

Must be a U.S. Citizen.

Must have an active SECRET clearance.

This position is contingent upon award.

Responsibilities

Develop, maintain, and enhance Data Collection Systems (DCS) by implementing new features, resolving defects, automating processes, and ensuring software quality through established development and configuration management practices
Manage application configuration, release packaging, and deployment activities across test, staging, and production environments using AWS-based CI/CD pipelines and change management procedures
Partner with Data Managers and test teams to define requirements, implement event-specific capabilities, provide operational support during test execution, and ensure successful data collection operations
Develop data-processing solutions, support verification and validation activities, and produce compliant data packages for customer delivery and long-term government archival storage
Maintain system security posture by implementing vulnerability remediation, applying security updates, coordinating with cybersecurity stakeholders, and ensuring compliance with applicable DHS and organizational requirements
Lead technical coordination efforts by managing system resources, facilitating Change Control Boards (CCBs), coordinating with government and contractor stakeholders, monitoring development risks, and overseeing support activities across multiple test events

Required Qualifications

Bachelor's degree in Computer Science, Software Engineering, Information Systems, Computer Engineering, or related technical discipline
Minimum 10 years of experience in software development, systems engineering, or enterprise application support
Experience supporting test and evaluation activities, data validation processes, or operational test environments
Familiarity with change management, configuration control boards, and software quality assurance methodologies
Ability to translate customer requirements into technical solutions and implementation plans
Strong ability to coordinate across multiple technical and operational stakeholders
Experience leading technical teams, task assignments, or project execution activities
Excellent written and verbal communication skills

Technical Skills

Proficiency in software development using modern programming and scripting languages (e.g., C#, Python, JavaScript/Typescript, PowerShell, SQL, bash)
Experience with relational database (PostgreSQL preferred) design, SQL development, and database administration concepts
Experience developing automation tools, data processing scripts, and system integration
Knowledge of software version control systems and branching strategies
Experience with AWS cloud services (preferred, EC2, ECS, ECR, RDS, CloudFormation, CodeCommit, and CodePipeline)
Familiarity with application deployment, system administration, and troubleshooting in Linux and Windows environments
Experience implementing cybersecurity updates, vulnerability remediation, and secure development practices

Preferred Qualifications

Experience supporting CBRN, DHS, or federal government programs
Experience with data archiving, metadata management, and long-term records preservation
Knowledge of scientific, laboratory, sensory/instrumentation, operational test support systems, and data collection architectures
Familiarity with Agile development methodologies and DevSecOps practices
Familiarity experience with Infrastructure as Code (especially AWS CDK)
Familiarity with a monorepo with build orchestration tooling (Nx and mise)
Familiarity with Authentication/security (e.g., JWT, OIDC/SSO)
