About this role
The Manager, Product Management will lead a small product team supporting the GovDeals and AllSurplus technology stack, including the Employee system, Seller Account Management, Asset Management, and Buyer Tools. This role will manage three Product Owners and one Production Support Analyst while also serving as the direct product owner for one assigned underlying product. The successful candidate will provide day-to-day leadership, backlog and roadmap oversight, stakeholder alignment, and delivery support across multiple business-critical platforms. This manager will partner closely with technology, operations, sales, customer support, legal/compliance, and other business stakeholders to ensure product priorities are clear, delivery teams are enabled, production issues are triaged appropriately, and product outcomes support business goals, user needs, and operational efficiency.
Responsibilities
- Lead, coach, and support a team of Product Owners and a Production Support Analyst, providing day-to-day guidance, priority alignment, performance feedback, and professional development.
- Manage and maintain the product backlog for an assigned product area, including defining features, user stories, acceptance criteria, priorities, and release readiness.
- Provide oversight across multiple product backlogs to ensure priorities are aligned with business goals, customer needs, operational impact, technical dependencies, and available delivery capacity.
- Partner with senior Product Management, technology leadership, operations, sales, customer support, legal/compliance, and other stakeholders to define product priorities, clarify trade-offs, and support roadmap execution.
- Translate business objectives, technical workflows, operational needs, and functional requirements into clear product direction, actionable user stories, and measurable acceptance criteria.
- Ensure Product Owners effectively represent the voice of the user by incorporating customer, seller, buyer, employee, and internal stakeholder perspectives throughout the product delivery lifecycle.
- Facilitate requirements discovery and refinement with internal and external stakeholders, probing for hidden requirements, clarifying ambiguity, and ensuring shared understanding before development begins.
- Break down strategic initiatives, epics, and enhancement requests into deliverable increments that can be estimated, prioritized, developed, tested, and released by Agile delivery teams.
- Guide Product Owners in backlog refinement, sprint planning, story readiness, stakeholder communication, defect prioritization, and release preparation to ensure consistent product delivery practices.
- Collaborate with cross-functional teams, including Product Management, UX/UI, engineering, QA, architecture, operations, support, and business users, to deliver product improvements that meet business and user needs.
- Communicate product priorities, delivery status, risks, dependencies, release plans, and backlog changes clearly and transparently to stakeholders, leadership, and delivery teams.
- Participate in and support Agile ceremonies, including backlog refinement, sprint planning, sprint reviews, retrospectives, product demos, and release planning, as needed across assigned product areas.
- Serve as a subject matter expert for assigned products and provide escalation support for product questions, production issues, operational impacts, and delivery decisions.
- Partner with UX/UI professionals to validate user flows, support usability testing, review design recommendations, and ensure product solutions are intuitive, efficient, and aligned with user needs.
- Assess, prioritize, and communicate the impact of production defects, enhancement requests, technical debt, and operational issues in partnership with Product Owners, QA, development, and business stakeholders.
- Ensure team deliverables meet agreed-upon quality standards, business requirements, compliance needs, non-functional requirements, and release expectations.
- Support production issue triage and escalation by helping determine business impact, urgency, user communication needs, and appropriate resolution priority.
- Ensure appropriate user documentation, release notes, training materials, support guidance, and internal communications are prepared for product releases and major changes.
- Partner with customer support, operations, training, and business teams to ensure users understand product functionality, upcoming changes, and process impacts.
- Maintain effective use of Jira or related work management tools, ensuring backlogs, priorities, statuses, dependencies, defects, and delivery progress are accurately represented.
- Identify opportunities to improve product delivery processes, backlog management practices, stakeholder engagement, documentation standards, and team operating rhythms.
- Balance hands-on Product Owner responsibilities for an assigned product with team leadership responsibilities across the broader product ownership function.
Supervisory Responsibilities:
People Manager: This position has direct supervisory responsibility for one or more employees, including performance management, coaching, development, and day‑to‑day oversight of work activities.
Qualifications
Education/ Experience:
Bachelor’s degree or equivalent experience
- Minimum of 5 years of product management, product owner, business analysis, technology delivery, or related experience supporting web-based or enterprise software products
- Minimum of 2 years of direct or indirect people leadership, team lead, mentoring, or supervisory experience preferred
- Experience supporting complex technology platforms, operational workflows, integrations, and cross-functional business processes
- Experience working with Agile/Scrum delivery teams, offshore or distributed development teams, and production support processes
- Active certification in one or more of the following is a plus: CSPO, A-CSPO, CSP-PO, PSPO I, PSPO II, PSPO III, SAFe POPM, PMI-ACP, PMP, or related Agile/product management certification
- Strong working knowledge of Agile/Scrum product delivery practices, including backlog management, sprint planning, story refinement, release planning, demos, and retrospectives.
- Demonstrated ability to lead, coach, and mentor Product Owners or related product delivery roles while also managing individual product ownership responsibilities
- Strong understanding of Internet technologies, web-based software development, system integrations, APIs, data flows, and technical dependencies sufficient to partner effectively with engineering and architecture teams.
- Experience working with distributed, offshore, or cross-functional development teams, including engineering, QA, UX/UI, architecture, business operations, support, and compliance partners.
- Proficiency with Jira, Confluence, Azure DevOps/Visual Studio Online, or related work item, backlog, documentation, and defect tracking tools.
- Proficiency with Microsoft Teams, Excel, Word, PowerPoint, OneDrive, and SharePoint for collaboration, reporting, documentation, and stakeholder communication.

Work Conditions/ Physical Demands:
- This position is primarily performed in a home office or other approved remote work environment. The employee is expected to maintain a safe, secure, and distraction-free workspace with reliable internet access. Duties primarily involve prolonged periods of sitting, working on a computer, and communicating via phone and video conferencing.
- The employee must be able to frequently use a computer, keyboard, mouse, and other standard office equipment, as well as communicate effectively with colleagues, customers, and business partners. Occasional lifting of office materials or equipment up to 15 pounds may be required.
Travel:
- Occasional travel may be required for meetings, training, or business needs (up to 10%).
Pay & Benefits:
Compensation is determined by various factors such as location, education, knowledge, skills, competencies, and experience, as well as internal and external equity and organizational needs. Additionally, this role is eligible for an annual discretionary bonus.
The salary range for this position is $128,600 to $144,700 annually. The posted range reflects our national average range for the job. We may ultimately pay more or less than the published range based on the factors mentioned above. This range may be modified in the future.
