Jurong Port’s multipurpose port operating expertise includes efficient handling of general, bulk and containerized cargo, management and operations of the Tuas Offshore Marine Centre, and Lighter Terminals in Penjuru and Marina South. Besides Singapore, Jurong Port is involved in overseas joint ventures in China and Indonesia. In 2016, Jurong Port’s local and overseas terminals handled close to 35 million tons of general and bulk cargo, and 560,000 TEUs of container cargo.

The Responsibilities

  • Support the planning and implementation of the maintenance programme for Jurong Port's fire protection and alarm systems, ensuring compliance with SCDF regulations, the Fire Code, Singapore Standards, and other applicable codes of practice.
  • Monitor and audit the performance of term contractors to ensure maintenance works are carried out in accordance with approved Standard Operating Procedures (SOPs), Operation & Maintenance Manuals (O&M Manuals), Original Equipment Manufacturer (OEM) manuals, Singapore Standards (SS), and other relevant technical requirements.
  • Plan, schedule, and allocate resources for maintenance activities, ensuring works are completed safely, efficiently, and within the planned timeframe.
  • Supervise and oversee appointed contractors, supervisors, and technicians in carrying out maintenance, repair, inspection, testing, and upgrading works for fire protection and alarm systems across Jurong Port's premises.
  • Provide technical guidance and detailed engineering instructions to the Facilities Management team and contractors to ensure accurate and effective execution of maintenance and project works.
  • Execute procurement and contract administration processes, including preparing purchase requisitions and justifications, confirming goods receipt in the procurement system, developing technical specifications and scope of work, and evaluating vendors' technical capabilities during tender and quotation exercises.
  • Support the planning, coordination, and execution of fire protection and alarm system projects to meet operational requirements and future business expansion needs.
  • Monitor Operational Expenditure (OPEX) and Capital Expenditure (CAPEX) budgets to ensure expenditure is within the approved budget and project cost objectives.
  • Accountable for maintaining 100% serviceability and operational readiness of all fire protection and life safety systems.

The Requirement

  • Bachelor's Degree in Electrical Engineering, Mechanical Engineering, Facilities Management, or related discipline with at least 3 years of relevant experience; or 
  • Diploma in Electrical Engineering, Mechanical Engineering, Facilities Management, or related discipline with at least 5 years of relevant experience.
  • Experience in fire protection system maintenance, testing, commissioning and project management.
  • Familiarity with Fire Code, SCDF regulations, Singapore Standards, and fire safety legislation.
  • Experience managing contractors, fire system vendors and service providers.
  • Knowledge of sprinkler systems, hydrant systems, hose reels, fire alarm systems, fire pumps, gaseous suppression systems and smoke control systems.
  • Experience in defect investigation, troubleshooting, and root-cause analysis of fire protection systems.
  • Ability to coordinate with multiple stakeholders and authorities to execute works with minimal operational impact.
  • Possession of Fire Safety Manager (FSM) certification will be an advantage.
  • Possession of a Class 3 Driving Licence will be an added advantage.
  • Adaptable, proactive, and service-oriented team player with the ability to multitask, work independently under pressure with minimal supervision, and embrace cross-functional responsibilities and new environments.
