Water/Wastewater Utilities Manager

Lead Municipal Utility Operations. Build Client Trust. Drive Operational Excellence.

Are you a highly licensed Water/Wastewater professional with a strong background in municipal utility operations and maintenance? Do you thrive in a leadership role while remaining hands-on with treatment processes, regulatory compliance, and operational challenges?

We are seeking an experienced Water/Wastewater Utilities Manager to lead the operation, maintenance, compliance, and overall performance of a municipal water and/or wastewater utility system. This highly visible leadership position serves as the primary representative of our company to the client and community, ensuring exceptional service, operational excellence, and regulatory compliance.

The ideal candidate is a proven municipal utility leader who holds the highest level state Water or Wastewater Operator License and has a track record of successfully managing treatment facilities, utility personnel, budgets, regulatory requirements, and client relationships.

What You'll Do

Lead Municipal Operations & Maintenance

  • Provide overall leadership for municipal water and/or wastewater treatment operations and maintenance activities.
  • Ensure safe, reliable, and efficient operation of treatment facilities, distribution systems, and collection systems.
  • Serve as the senior operational authority and act as a hands-on operator when operational needs require.
  • Develop, implement, and improve operating procedures, maintenance programs, and performance standards.
  • Drive continuous improvement initiatives that enhance reliability, compliance, efficiency, and customer service.

Serve as the Face of Our Company

  • Build and maintain strong relationships with municipal clients, elected officials, utility boards, regulatory agencies, and community stakeholders.
  • Serve as the primary point of contact and trusted advisor for the client.
  • Present operational, compliance, financial, and capital project updates to city leadership and council members.
  • Represent the company with professionalism, responsiveness, and integrity.

Lead and Develop High-Performing Teams

  • Recruit, mentor, develop, and retain operations and maintenance personnel.
  • Foster a culture of accountability, safety, teamwork, and operational excellence.
  • Provide coaching, performance management, training, and succession planning for utility staff.

Ensure Compliance and Safety Excellence

  • Maintain full compliance with all federal, state, and local environmental regulations.
  • Interface directly with regulatory agencies and lead facility inspections, audits, and reporting activities.
  • Ensure compliance with OSHA, DOT, and company safety standards.
  • Promote a proactive safety culture throughout all operations and maintenance activities.

Manage Financial and Contract Performance

  • Develop and administer annual operating and capital budgets.
  • Monitor financial performance and identify opportunities for cost savings and operational efficiencies.
  • Ensure contract compliance and achievement of key performance metrics.
  • Support business growth through contract renewals, service expansion opportunities, and strong client satisfaction.

Required Qualifications

  • Active highest-level state Water Operator or Wastewater Operator License (or ability to obtain reciprocity).
  • Minimum of 7 years of progressively responsible experience in municipal water and/or wastewater operations and maintenance.
  • Demonstrated success leading municipal utility operations, treatment facilities, and maintenance teams.
  • Strong knowledge of water and wastewater treatment processes, regulatory compliance, asset management, and utility operations.
  • Experience working directly with municipalities, public utilities, city leadership, utility boards, and regulatory agencies.
  • Valid driver's license.

Preferred Qualifications

  • Bachelor's degree in Engineering, Environmental Science, Public Administration, Utility Management, or a related discipline.
  • Experience managing municipal utility budgets, capital improvement projects, and contract operations.
  • Experience presenting to city councils, governing boards, and community stakeholders.
