Health Policy at Roche Diagnostics is focused on cultivating thought leadership and driving policy change to improve diagnostic access and strengthen health systems globally. As the External Affairs Strategy Lead, you will set and lead the multi-year, enterprise advocacy strategy aligned to Roche’s corporate policy priorities. You will orchestrate alignment across Diagnostics functions—translating priorities into clear positions, a coordinated operating model, and measurable outcomes. This role demands a skilled communicator who can shape external ecosystems to deliver policy impact at scale.

You will be responsible to:

• Set the enterprise-wide advocacy strategy and operating model for health policy corporate priorities, with a focus on trade, industrial policy, and global health security.

• Represent Roche Diagnostics with an enterprise perspective in relevant industry associations and multi-stakeholder consortia, shaping collective agendas that advance Roche’s policy objectives.

• Commission, synthesize, and translate evidence into clear, persuasive messages and executive narratives to advance the health policy advocacy agenda across bilateral meetings, policy fora,etc…

• Serve as a core member of the trade, tariffs, and geopolitics sub-team, integrating risk, supply resilience, and market access considerations into advocacy priorities.

• Orchestrate cross-functional and cross-division alignment across Roche to ensure cohesive execution and governance. Key partners include: Pharma Global Advocacy & External Engagement Lead; Communications (campaigns align to advocacy strategy); and the CEO Office.

• Lead development of high-quality materials, recommendations, and execution plans for CEC and Board of Directors documents.

• Partner with Environmental Regulatory Affairs to align positions across sustainability and broader policy priorities.

Prerequisites:

• Bachelor's degree or equivalent with subject matter expertise in policy required.

• Advanced degree in relevant areas such as law, health policy, life sciences, public health or health economics preferred.

• Minimum 10 cumulative years experience in health policy and communications in diagnostics, healthcare, or related industry, and/or government.

• Strong stakeholder management, interpersonal, negotiation and presentation skills

• Strong cross-functional teaming skills and experience with matrix environments

• Robust organizational and time management skills: ability to effectively lead and complete multiple priorities and projects

• Strong consulting skills: active listening skills, ability to extract and quickly process key information, summarize key needs or interests of clients, and provide targeted and appropriate insights and recommendations

• Ability to travel globally

• Fluent in written and verbal English

Locations

Brussels preferred. The position location has limited flexibility and should be relevant to a policy hub or Roche business hub. As this position is a global role, international business travel will be required depending upon the business location of the successful candidate and ongoing business project activities. The target compensation for the position is SE8.
