Job Purpose:
Manages, co-ordinates and controls the staff and administration of the recruitment process within the Human Capital Directorate.
Key Responsibility Areas:
- Manages and controls the performance of staff and is responsible for staff administration.
• Manages and controls the recruitment function for the Directorate through the supervision of subordinate staff.
• Responsible for the administration and control of the assets for the Human Resources Department and reporting regularly thereon.
• Controls the Staff Establishment and Organogram Administration.
• Providing statistical and other reporting and assumes responsibility for the compilation and distribution of circulars.
• Prepares the salary budget / staff estimates for the Directorate in consultation with the Senior Manager / Deputy Head Human Capital.
• Plans and controls the operating and capital budget for the Human Resources Services Directorate.
• Offers guidance and administrative support to management and employees on relevant matters.
• Responsible for the management and administration of the councils locomotion scheme and long service awards for the Directorates.
• Provides general administration services in terms of pool vehicles, requisition processing, stationery, etc.
• Manages the liaison function.
• Maintains audit standards and attending to internal and external audit queries.
• Undertakes special projects of an administrative nature.

Essential Requirements:
- Diploma (NQF Level 6) in Office Management and Technology or Public Administration or Public Management or Human Resources Management or any other related and equivalent qualification.
• Valid motor vehicle driving license
• 3 Years relevant experience.
• Computer Literacy.
Preferred Requirements:
- Degree (NQF Level 7) in Office Management and Technology or Public Administration or Public Management or Human Resources Management or any other related and equivalent qualification.
• 4 Years relevant experience.
Special Conditions:
Hours of Work: 5 Day-40 Hour week
