DT Global’s Public Finance Management (PFM) unit is a premier provider of fiduciary and procurement services to donors and national governments. DT Global’s PFM unit’s work focuses on helping governments strengthen how they raise, manage, allocate, and account for public resources. This includes improving budget planning and execution, public expenditure management, financial controls, revenue and tax systems, fiscal policy, procurement, and the institutions responsible for managing government finances. The goal is to build more effective, transparent, and accountable public financial systems so governments can use limited resources more efficiently and deliver better public services.

Objectives of the Role

The Millennium Challenge Account (MCC) has approved a Program for Fiji. The Government of the Fiji will implement this program and is expected to seek the services of an Interim Fiscal Agent. DT Global is seeking a well-qualified local Accounting Specialist to be part of the Fiscal Agent team, and act on behalf of DT Global in Fiji to provide a broad range of financial management services on a donor funded program implemented by the Government of the Fiji. The Accounting Specialist will provide financial management support to the Fiscal Agent Manager, and establish and maintain close communication, coordination and relationship with the Interim Fiscal Agent team members and the client.

Roles and Responsibilities:

The Accounting Specialist will execute day-to-day financial management and accounting activities of the Program, including supporting the Fiscal Agent Manager in establishing and documenting payment and accounting processes and associated internal controls. As part of the day-to-day tasks, the Accounting Specialist will:

  • Process payment requests and payroll;
  • Perform banking operations;
  • Monitor budgets;
  • Record financial transactions;
  • Maintain accounts payable and fixed assets register;
  • Prepare weekly and monthly reconciliations of Program funds;
  • Prepare monthly and quarterly reporting packages; and
  • Support the Fiscal Agent manager in preparation for Audits.

Qualifications

  • Bachelor’s degree in accounting or finance.
  • Professional accounting qualification, such as a CPA, Chartered Accountant, ACCA, CIMA, CIPFA, or equivalent desirable.
  • Experience working on an automated accounting system
  • 4-8 years of progressive professional experience in accounting and financial management.
  • Experience working on donor funded projects is highly desirable.
  • Good in English – reading, writing, and speaking
  • Proficiency in Microsoft Office – Excel, Outlook, Word, Project, and PowerPoint
  • Fijian citizen
