Job Description:

This position will review construction plans/documents to determine compliance with applicable codes and circulate and track plans for all approvals required prior to permit issuance in accordance with City requirements.

 Examples of Duties:

  • Performs comprehensive building code plan review for all residential and commercial projects as prescribed by applicable City Code of Ordinances and applicable South Carolina Building Code - South Carolina Residential Code, South Carolina Plumbing Code, South Carolina Mechanical Code, South Carolina Fuel Gas Code, South Carolina Existing Building Code, ICC Energy Compliance Code, ICC Swimming Pool & Spa Code, National Electrical Code (NFPA 72) and the ICC A117.1 Accessible and Usable Buildings and Facilities.
  • Exercises initiative and independent judgment when reviewing, analyzing and evaluating project plans.
  • Attends pre-submittal meetings to discuss code and ordinance related issues with architects, engineers, developers, owners and tenants and resolves inconsistencies in a tactful and professional manner.
  • Verifies project compliance with The City’s Flood Hazard Prevention and Control Code of Ordinances.  
  • Provides clear oral and written communication to owners, contractors, architects, engineers and developers concerning building code application and review information.
  • Represents Building Inspections at the Permit Center, assisting the public with building code related questions and conducts minor plan reviews to ensure City code ordinance and South Carolina code compliance.  
  • Assists inspectors with code compliance issues and answers questions about plan review comments.
  • Prepares and maintains up to date records of plans and plan reviews.
  • Maintains up-to-date industry knowledge of construction methods and materials, code issues and changes both at the national and state levels.
  • Completes continuing education as required by South Carolina Building Codes Council.
  • Coordinates with other City departments, divisions and outside regulatory agencies.
  • Delivers excellent customer service to customers, citizens and fellow City team members.
  • Performs other duties as assigned.

This position also has a built-in pay scale based on total relevant experience and certifications. Each certification increases your salary by the percentage listed below.

Starting Salary

Experience: 0-14 Years $ 48,584.24

Experience: 15+ $ 52,471.62

Qualifying Certifications - Cumulative over Starting

1ICC Mechanical Plans Examiner: 1.50%

1ICC Plumbing Plans Examiner: 1.50%

2ICC Accessibility Plans Examiner: 2.50%

2ICC Residential Plans Examiner: 2.50%

3ICC Building Plans Examiner: 3.50%

3ICC Electrical Plans Examiner : 3.50%

3FEMA Certified Floodplain Manager: 3.50%

4ICC Certified Building Official: 5.00%

 Basic Qualifications:

  • Bachelor’s Degree (BA/BS) or equivalent; and 1 year of experience; or an equivalent combination of education and experience.
  • Valid South Carolina Driver's License. 
  • Must be certified by the International Code Council (ICC) as a Building Plans Examiner within 12 months of hire date and thereafter, acquire 1 additional ICC commercial plans examiner certification per year until recognized by the South Carolina Building Code Council as a Plans Examiner.
  • Working knowledge of Microsoft Office or similar software. 

 Preferred Qualifications:

  • Experience with permitting software, preferably EnerGov.

 Other Necessary Requirements:

  • In the event of major storms or other emergency situations, this position may be subject to 24-hour shifts or any other emergency schedule that is necessary to meet the City’s needs.
