Project Manager / Operations Lead

Work Location – Remote, (DISA treats remote network access as an alternative work site flexibility rather than a contractual guarantee, allowing work at assigned or other designated locations).
Scott Air Force Base, Illinois proximity is highly preferred.

Security Clearance – U.S. Citizenship Required; Must possess an active or interim Tier 1 (T1) National Agency Check with Inquiries (NACI) eligibility at the time of performance start.

Experience – 6+ Years of IT experience, with targeted expertise in federal telecommunications operations or production queue management.

Pay Range – $38.00 - $45.00 per hour (W-2)

Length – 1-year base interval, with up to 4 optional years (November 6, 2026 – November 5, 2031).

Requirement – A signed Letter of Intent (LOI) must be executed before candidate submission to the Government.


Objective Summary
We are seeking an enterprise Project Manager / TSST Operations Lead to control day-to-day production and delivery for the Chameleon Telecommunications Services Support Team (TSST) in support of the DITCO Transition Program Management Office (PMO). This critical position holds direct operational accountability for assigning, monitoring, and tracking high-volume work across a 25-person team of inventory tracking specialists, network engineers, and data analysts. The ideal candidate must possess an extensive professional chronology demonstrating 6+ years of IT experience. This timeline should showcase strong leadership across production queue management, telecommunications service order lifecycles, routine quality control checking, and team coordination to meet strict scheduled migration deadlines within highly secured federal parameters.
This expert will ensure the team successfully prepares, reviews, and tracks approximately 70,000 total transition actions while simultaneously supporting customer cutovers and inventory reconciliation without creating billing or delivery bottlenecks.

Mandatory Compliance Metrics
Candidates must satisfy these strict gates to ensure a successful Government onboarding determination:
  • Resume must explicitly reflect a Bachelor's degree alongside 6+ years of total IT experience.
  • Must possess a verified, active or interim Tier 1 (T1/NACI) adjudication visible within DISS at contract start.
  • Must be fully available to direct daily operations and attend Government meetings scheduled between 8:00 a.m. and 4:30 p.m. Central Standard Time (CST), Monday through Friday, with flexibility to adjust shifts during critical customer cutovers or special network projects.
  • Must sign a formal Letter of Intent (LOI) authorizing submission of their credentials for this specific DISA/DITCO contract opportunity at the designated target rate.
Principal Responsibilities
  • Control daily operations and production output for the 25-person TSST workforce, optimizing task distribution across inventory validation, network engineering, and order processing queues.
  • Monitor order tracking and installation queues closely against scheduled transition milestones to identify, isolate, and solve scheduling threats.
  • Coordinate rapid corrective actions with internal delivery teams and external vendors when order processing backlogs occur.
  • Oversee and execute routine quality assurance and quality control (QA/QC) protocols on all incoming Telecommunication Requests (TRs) to ensure clarity, correctness, and ATS compatibility.
  • Elevate complex technical bottlenecks, customer friction points, or vendor fulfillment delays immediately to the Program Manager.
  • Actively manage the planning, scheduling, and logging of service installations, validation tasks, and cutover timelines.
  • Participate in cutover planning sessions over active conference bridges to help resolve unexpected implementation or disconnect issues.
  • Compile data inputs and metrics to generate accurate, recurring daily and weekly status updates for the Program Manager and the DITCO Transition Program Office.
Core Data & Architecture Capabilities
  • Deep functional understanding of the complete telecommunications service-order lifecycle, tracking transitions from initial request to ultimate vendor disconnect confirmation.
  • Familiarity with enterprise service tracking modules and database platforms, utilizing workflow queues to organize and prioritize production outputs.
  • Direct operational experience utilizing or navigating federal provisioning platforms, such as DISA StoreFront, SOrder Entry, or equivalent high-volume contract ordering systems.
  • Strategic capacity to analyze data reports (including Status of Action Messages and In-Effect Reports) to update internal tracking registries accurately.
Governance, Clearance & Government Infrastructure
  • Comprehensive mastery in protecting sensitive government data assets, unclassified Controlled Technical Information (CTI), and proprietary metrics in compliance with DoDI 5200.48.
  • Direct experience operating inside a federal contracting structure, monitoring service delivery requirements, and adhering to strict agency security guidelines.
  • Strict alignment with defense personnel verification rules, ensuring all team activities conform with Continuous Evaluation criteria within the Defense Information System for Security (DISS).
Preferred Domain Expertise
  • Direct incumbent experience supporting the DISA/DITCO Telecommunications Service Support Team (TSST).
  • Prior experience supervising customer support or order-entry teams processing high-volume requests for carriers, telecom vendors, or defense agencies.
  • Familiarity with tracking metrics or terminology tied to federal contract vehicles, including GSA EIS, NETWORX, WITS 3, and Commercial Voice Services (CVS).
