Role and Responsibilities
We are seeking an experienced and highly technical Senior Regulatory Manager to lead a multidisciplinary regulatory and production accounting team supporting oil and gas operators across the United States. This leader will oversee Production Accounting, Federal ONRR Reporting, and regulatory compliance activities in Oklahoma, Arkansas, Kansas, and New Mexico.
This role is ideal for a subject matter expert who can independently establish new client accounts, build regulatory reporting processes from the ground up, create operating procedures, and successfully transition ongoing work to team members while maintaining quality and compliance standards.
JOB DUTIES
Regulatory Oversight & Reporting Strategy
- Lead onboarding of new oil and gas operator clients.
- Establish regulatory, severance tax, royalty, and production reporting accounts from inception.
- Serve as the primary regulatory advisor for assigned clients.
- Identify risks, discrepancies, process gaps, and implement corrective actions
Team Leadership
- Lead and develop a team of approximately 5-10 regulatory specialists and analysts.
- Coach and mentor staff members.
- Review work product and ensure quality standards are met.
- Manage workload distribution and client assignments.
Process Improvement & Technical Leadership
- Develop detailed process manuals and SOPs.
- Create scalable workflows for recurring compliance and reporting tasks.
- Identify process improvements and automation opportunities.
- Ensure regulatory compliance across all assigned jurisdictions.
Skills
- Advanced Excel and data analysis skills.
- Strong understanding of internal controls and audit readiness.
- High-level communication, problem solving and critical thinking.
- Ability to manage multiple priorities, clients, and deadlines.
- Strong communication skills (client-facing and regulatory-facing).
- Self-directed with high ownership and accountability.
- Focus on automation, process improvement, and efficiency.
- Experience with outsourced accounting or consulting environments.
- Exposure to automation technologies and workflow tools.
QUALIFICATIONS AND EDUCATION
- 7+ years of oil and gas regulatory, production accounting, or revenue accounting experience.
- Strong expertise in Federal ONRR reporting requirements.
- Direct experience with Production Accounting systems and processes.
- Demonstrated experience establishing regulatory accounts from scratch.
- Experience managing client onboarding projects.
- Prior people leadership experienced preferred.
- Strong process documentation and workflow development skills.
- Ability to manage multiple tasks and multiple clients simultaneously.
