Arlington County's Department of Environmental Services (DES) is seeking a Human Resources Administrative Specialist to support a diverse workforce, ranging from trades employees to engineers. The team is composed of four HR Business Partners, two HR Administrative Specialists, and two OD Specialists.

This position performs essential human resources management and payroll processing duties to support the HR and training functions within DES. Duties range from administrative and logistical to data analysis for departmental leaders and HR Business Partners. This position serves as the QA/QC manager for all payroll actions within DES and coordinates with the County’s Payroll Manager as it relates to errors, audits and interpretation of HR policies. This position provides the DES Director and COO (two most senior positions) with executive level support.   

Responsibilities

Major Job Duties:   

  • Providing technical and administrative support to the DES HR, Training and OD team especially regarding onboarding, personnel action processing, and payroll processing;
  • Serving as the lead for timekeeping and payroll activities, including investigating payroll discrepancies, calculation errors, and data transmission failures, providing guidance to all DES timekeepers to ensure accuracy, disseminating time-related payroll information to department staff, and preparing reports for DES employees;
  • Managing the administrative aspects of DES HR activities including submissions to our HRIS;
  • Providing executive-level support to the DES Director and Chief Operating Officer, including calendar management, reviewing and organizing memos, letters, and personnel actions for the DES Director's signature, and assisting with merit awards and bonus payment processing for DES Director or Chief Operating Officer approval;
  • Conducting purchasing and accounts payable activities such as preparing requisitions and purchase orders and processing invoices;
  • Coordinating FOIA requests with the County attorney’s office and department staff; and
  • Performing other duties and responsibilities as assigned to support departmental and organizational objectives.

The ideal candidate will have exceptional communication skills, emotional intelligence, and cultural competency, along with the technical competence to work in our HRIS, Timeclock Plus, and other systems and impeccable organization and attention to detail.

Qualifications

Minimum Qualifications: 

  • Some college coursework in the area of human resources management, business administration, public administration or a related field in an accredited college or university; and
  • Considerable experience in human resources work in either a private, public or governmental environment.

Substitution(s): Additional education may be substituted for experience. Additional experience may be substituted for education.

Desirable Qualifications: Preference may be given to applicants with experience in one or more of the following:

  • Timekeeping and/or payroll functions;
  • Interpreting HR rules, policies and procedures; 
  • Supporting a unionized workforce;
  • Managing data; and/or
  • Working in a local government environment.

Additional Information

Work hours: 40 hours per week, Monday through Friday with a flexible work schedule. Some weekends and work after normal hours may be required. 

Working Conditions: Physical Requirements: Sedentary work involving sitting most of the time, occasional walking/standing, and exerting up to 10 pounds of force occasionally.

Starting salary is commensurate with the qualifications and experience of the candidate selected.
