About this role

PROJECT DESCRIPTION: DSS has a constant increased need for the provision of full systems life cycle applications development on various computer platforms, including a variety of client eligibility and recertification systems, employment/work engagement services, claims systems, etc., that are critical to the operation and functioning of DSS programs, requiring periodic refinements to maintain the applications at optimum service levels. Having a project portfolio which properly reflects the user’s business needs and DSS’ workload is crucial. Therefore, there is a need for IT consulting resources for the expanding responsibilities at DSS.



Tasks & Duties
• Oversee, plan, manage and coordinate complex projects from initiation to completion, including defining project scope, creating/updating project plans and work breakdown structures, scheduling project deliverables, goals and milestones, identifying and managing IT project risks, determining resource needs, obtaining signoff on project deliverables, etc. using Microsoft cloud solutions
• All aspects of Servers and related enterprise software throughout their lifecycle.
• Design, develop, implement, and maintain scalable, secure, and highly available AWS & Microsoft Azure cloud solutions supporting agency applications. Implement and enforce cloud security best practices, including identity management, encryption, and compliance controls.
• Responsible for enterprise Windows infrastructure while directing efforts to evaluate, test, and implement new technologies, and ensuring effective server administration, software deployment, system reliability, and data integrity.
• Collaborate with development teams to analyze application behavior, troubleshoot usability and performance issues, review deployment configurations, and recommend infrastructure-level improvements to enhance user experience and system reliability.
• Deployment and operational support of all web servers in the environment to include application configuration, certificate management, and web services configuration and maintenance.
• Ensure the servers, hardware and software are operating accurately. Troubleshoot all issues with the developers, various infrastructure teams and vendors.
• Implement security hardening measures, monitor vulnerabilities, and maintain web servers and application security to ensure ongoing protection and compliance.
• Coordinating with City and State agencies including the New York City Department of Information Technology & Telecommunications (OTI) and the New York State Department of Social Services (NYSDSS), leading the evaluation, testing, and implementation of emerging infrastructure technologies, and providing hands-on administration and oversight of enterprise Windows Server environments, software deployment, systems operations, and data integrity, backup, and disaster recovery.
• Architect and implement end-to-end web and application infrastructure, integrating firewalls, DNS, and load balancers to ensure high availability, security, and optimal performance of enterprise applications.
• Collaborate with all ITS and Project Management staff to effectively complete ITS servers related projects in the interest of supporting mission critical applications and the agency’s business needs.
• Lead and support manual and automated deployment processes for application releases, ensuring version control, configuration consistency, rollback readiness, and minimal production downtime across all environments.

MANDATORY SKILLS/EXPERIENCE

Note: Candidates who do not have the mandatory skills will not be considered

  • A minimum of 4 years of experience with the following skill sets:
    • Designing and implementing solutions within Amazon Web Services (AWS), & Microsoft Azure including computer, storage, networking, and serverless platforms.
    • Ability to troubleshoot complex production issues and perform root cause analysis in distributed environments
    • Understanding current and emerging infrastructure technologies and practices and how other organizations are employing them and the ability to identify and act on opportunities for continuous improvement.
    • Supporting high-availability, disaster recovery, and business continuity solutions
    • Strong documentation skills, including architecture diagrams, standards, and operational procedures
    • Ability to lead technical initiatives and provide guidance to junior staff
