PROJECT DESCRIPTION: The HRA Eligibility Systems-POS Application Development unit within the Office of Enterprise Solutions Engineering is responsible for developing, maintaining and enhancing web and mobile applications required to support the agency’s mission of preventing and addressing hunger, poverty and homelessness. The unit is also dedicated to the testing of administrative systems that either develop or purchases, as well triaging and responding to data and analytics request necessary to monitor and report on key performance indicators such as capacity, census, and critical incidents occurring in the SNAP and CA eligibility systems. Many of the applications from the HRA Eligibility Systems unit, communicate with both internal and external systems and platforms like the NY State Welfare Management System (WMS), New York City – Work Accountability and You (NYCWAY) and other diverse data sources.



Tasks & Duties

  • Develop system design specifications
  • Develops and prepares documents for the general design of solutions that meet system and security requirements, including the selection of alternative approaches.
  • Develops specifications for databases, communication systems, hardware, network, security, storage and software configurations.
  • Develops structured diagrams for the specifications of databases, communication systems, computer or storage area networks, security or network programs.
  • Develops, compiles, maintains and documents configurations of the following: databases, servers, computers, security and network monitor systems, packaged programs, macros, utilities, and communication systems
  • Develop system documentation
  • Develops operational and installation procedures for communication systems, hardware, network, security, storage and software
  • Develops guidelines and upgrade techniques of new operational procedures for the support of databases, hardware systems, operating systems software, network systems software, security and client server systems.
  • Develops detailed systems operations designs
  • Perform System Design/Development
  • Critical scheduled jobs handling data exchanges among State and various city agencies, monitoring, fixing in case of failure or outage.
  • Generate routine/ad Hoc reports for senior managers for system overviews and critical decision making
  • Daily and monthly standard tasks:
  • Monthly Document & application updates.
  • Static table updates.
  • Troubleshooting for any reports related exceptions.
  • Data processing and re-processing
  • Cleaning up committal images to free space from 7 E-forms servers.
  • State: Initial and Final file processing.
  • Perform Testing/Evaluation/Maintenance
  • Key production database data cleanup maintenance for allowance/storage fee payment processing.
  • Handle production incidents: analysis, triaging, finding root cause and bug fixing
  • Create unit test scenarios and date elements requirement
  • Maintain application versions based on implementation phases, and Quality Control progressing



MANDATORY SKILLS/EXPERIENCE

Note: Candidates who do not have the mandatory skills will not be considered

  • A minimum of 4 years of experience with the following skill sets:
  • Oracle 12C/11g (proficient in developing/debugging store procedures)
  • Writing application software, data analysis, data access
  • Data structures, data manipulation, databases, design, programming, testing and implementation
  • Technical and user documentation, software conversions
  • Exposure to environments include but are not limited to mainframe, mid-range, personal computers, laptops
  • Lead in the design of program specifications and the implementation of software solutions
