About this role
PROJECT DESCRIPTION: NYCWAY is the "Workfare/Engagement" system which ensures that all adult Cash Assistance clients perform work or training as a condition for continued eligibility. The application was originally copied from another NYS system constructed using a UNISYS MAPPER environment, and has grown substantially over the years, with no project end date.
Tasks & Duties
- Perform System Design/Programming
- Work with staff (e.g, managers, senior programmers, support staff, product manager) to plan program implementation, enhancements and changes.
- Analyzes new systems and enhances/expands/improves existing systems, by studying specifications/determining feasibility for various projects, apprehends business requirements, creates technical documentation, designs and implements complex solutions from initiation to completion, including development, testing and pushing project through all development cycles and obtaining signoffs on project deliverables, using MAPPER/BIS CoolICE, MAPPER/BIS programming and databases, MAPPER/BIS GUI UI/UX, Mic
- Design reports, audit trails/logs, security mechanisms in batch programs, web applications and MAPPER programs
- Collaborate with the analyst groups and divisions to assess, recommend, and build new technology. Coordinate efforts on technical design considering capacity, performance, and high availability for systems/programs/applications. Provide support for and participate in the maintenance of NYCWAY systems, applications, programs
- Develops/maintains/enhances databases/ information systems, by defining physical structures/organization of databases/data sets/reorganizing database at appropriate intervals/monitoring performance/implementing backup/recovery/restart procedures/utilizing latest release of database software, to optimize performance/minimize storage requirements/support applications systems areas
- Provide assistance to technical support staff when they are unable to resolve a program, database, or IT issue by themselves
- Occasionally contact customers as may be needed to clarify the intent of a new feature or resolve a problem
- Provide general programming assistance to other programmers/projects as may be needed.
- Produce management reports as requested by users
- Perform Testing/Evaluation
- Tests programs and systems and integrates system modules.
- Develops, implements, and monitors information technology quality assurance standards.
- Troubleshoot reported system problems
- Provides production support to NYCWAY programs and applications
MANDATORY SKILLS/EXPERIENCE
Note: Candidates who do not have the mandatory skills will not be considered
- A minimum of 6 years of experience with the following skill sets:
- MAPPER/BIS programming and databases
- MAPPER/BIS CoolICE
- .NET/Javascript
- MAPPER/BIS GUI UI/UX
- MAPPER/BIS Mainframe
- Creating and maintaining mainframe databases
- Producing management reports
- Experience and knowledge of the UNISYS mainframe and the PC environment.
- Must have a strong technical background in requirement analysis, system design and preparation of test plans, system documentation and procedure.
- Strong analytical skills and understanding of customer needs are required for this position
- Designing 3 tiered applications
