PROJECT DESCRIPTION: The project deals with Strategic Modernization of OCSS Web, Conversion of Mainframe processes into OCSS Web, this is a .NET Framework, based web application. Case Management System for CLU (Centralized Locate Unit) to manage their case load efficiently. Case Management for Enforcement helps identify work assignments for the Enforcement team and streamline referral assignment. It will also track aging of requests and changes in priorities. Parent Support Program (PSP) Participant Tracking System is to find the most effective way to assist the PSP Resources Coordinator to easily track NCPs who are participating in Parent Support Program when client shows up for his/her appointment and provides timely progress reports back to the court. Child Support Snapshot (CSS) gives Community Based Organizations (CBOs) the tool to assist the NCP (noncustodial parent) with their Child Support case. Automated Mailing System (AMS) is to automate the current manual process of printing and mailing court documents and inserts to the Custodial Parent (CP)/Assignor and Noncustodial Parent (NCP)/ Respondent in non-e-Filed support cases. OCSE Web legacy (CSTrack). These projects involve designing specifications for processes to fetch and process data from Court Messages, designing and implementing custom applications to utilize the retrieved data, generating reports, and ensuring the timely execution of scheduled jobs.



Tasks & Duties

  • Develop comprehensive project management methodology
  • Lead the planning and implementation of project - Evaluates operations to ensure compliance with all applicable policies, procedures and guidelines, including testing of child support procedures
  • Facilitate the definition of project scope, goals and deliverables
  • Define project tasks and resource requirements
  • Develop full-scale project plans
  • Provide project quality assurance - Evaluates current procedures and processes and
  • identifies and recommends procedures and workflow improvements and collaborates with the operations team(s) to implement the necessary changes
  • Develop quality assurance metrics to measure outputs
  • Implement and manage project changes and interventions to achieve project outputs
  • Provide evaluations and assessment of results
  • Provide management reporting and information dissemination - Facilitates hands-on learning sessions with the operations team(s) to improve case processing and to enable staff to meet consistent quality standards. Assists with knowledge transfer to new staff and assists with curriculum and procedure review
  • Constantly monitor and report on progress of the project to all stakeholders
  • Present reports defining project progress, problems and solutions -Using technical expertise of the child support computer system troubleshoots like case populations as well as individual problem cases
  • Publish project meeting agendas and minutes from discussions



MANDATORY SKILLS/EXPERIENCE

Note: Candidates who do not have the mandatory skills will not be considered

  • A minimum of 4 years of experience with the following skill sets:
  • Overseeing medium to large scale projects comprised of sub-projects and distinct deliverables
  • Managing web or client/server systems projects and using project management tools.
  • Focal point of contact for Issuing Entity regarding project status, meetings, reporting requirements, scope changes, and issues and concerns raised by consultant staff or Issuing Entity
  • Project Management Methodology, Business Management, Team Management Experience Project Management Methodology Curriculum preferred
  • Working with Government (Federal, State, City) Social Service agencies in complex IT environments
  • Documenting business requirements and developing logical database models
  • Creating lead cases executing tests and recording results for web or client server applications
