About the Opportunity
AGG is seeking a Personnel Clerk to provide human resources, personnel records, pay entitlement, finance system, and administrative help desk support for U.S. Army student and soldier populations in Columbia, South Carolina. This position performs advanced clerical and personnel support functions requiring sound judgment, technical aptitude, computer literacy, confidentiality, and the ability to process personnel actions, maintain official records, operate automated HR and finance systems, resolve records discrepancies, and provide responsive customer support in a regulated military environment.


Key Responsibilities

  • Perform in-processing and out-processing support for assigned soldiers, including digital records reviews, in-processing packet preparation, assignment order verification, student information updates in Government systems, and personnel tracking database updates within one business day of each soldier’s arrival or departure.
  • Prepare and process personnel action requests in the Integrated Personnel and Pay System-Army (IPPS-A) on behalf of assigned soldiers, including promotions, awards, reassignments, leave requests, separations, personnel accounting reports, and strength management reports.
  • Process and code pay entitlements, special actions, and deductions, including initiating, adjusting, and stopping pay and allowances, processing special duty pay, and managing approved deductions to support accurate and timely compensation.
  • Maintain official military personnel records by uploading required documentation to the Interactive Personnel Electronic Records Management System (iPERMS), including assignment orders, promotion orders, award certificates, academic records, and other required personnel documents.
  • Operate automated finance systems to manage soldier finance actions, including CEDEMS, CMS, DJMS, DMO, MMPA, CITIBANK Commercial Card systems, and SmartVoucher.
  • Operate automated HR systems, including IPPS-A and iPERMS, to manage soldier data, track administrative actions, monitor case status, verify data accuracy, and support compliance with personnel records requirements.
  • Serve as the primary interactive help desk for the student population by managing and responding to customer inquiries received by email, Microsoft Teams chat, and telephone within required performance timelines.
  • Review personnel and finance documentation for completeness, consistency, and compliance with established procedures; identify discrepancies; research applicable guidance; and elevate issues requiring Government decision authority.
  • Maintain personnel action logs, records control files, case tracking tools, and audit-ready electronic documentation to support accurate reporting, accountability, and timely customer service.
  • Monitor updates to finance and human resources publications, apply current procedural guidance, and complete all mandatory Government-provided training required for system access and compliant performance.

Required Qualifications

  • High school diploma or GED required.
  • Minimum of three (3) years of appropriate personnel, human resources, military administrative, records management, or closely related clerical experience.
  • Experience independently processing complex personnel actions, reviewing personnel documents for completeness and consistency, resolving discrepancies across multiple systems or source documents, and applying established personnel procedures and policy guidance.
  • Demonstrated ability to maintain official records, track case status, consolidate data from multiple sources, reconstruct missing information when required, and provide accurate information to customers, managers, or Government representatives under time-sensitive conditions.
  • Working knowledge of or ability to become proficient in IPPS-A, iPERMS, CEDEMS, CMS, DJMS, DMO, MMPA, CITIBANK Commercial Card systems, SmartVoucher, and related Government HR, finance, and records systems.
  • Proficiency with standard office software and collaboration tools, including word processing, spreadsheets, email, calendars, Microsoft Teams, scanners, electronic records repositories, and enterprise databases.
  • Strong attention to detail, confidentiality, customer service, written and oral communication, data accuracy, document control, and organizational skills.
  • Ability to work independently within established procedures, prioritize multiple deadlines, explain administrative requirements, secure cooperation in correcting incomplete documents, and elevate non-routine issues requiring Government determination.
  • Must be a United States citizen and able to obtain and maintain the Government-designated suitability, background investigation, Common Access Card, and system access requirements for the position.

Physical and Work Environment Requirements

  • Work is primarily performed in a fast-paced office environment supporting customers by email, Microsoft Teams chat, telephone, and in-person interaction.
  • Must be able to remain in a stationary position for extended periods while operating standard office equipment, including computers, phones, scanners, copiers, and printers.
  • Must be able to organize, scan, file, retrieve, and transport administrative records and office materials, with occasional lifting up to 20 pounds, with or without reasonable accommodation.
  • Normal duty hours are expected to align with Government operating hours in Columbia, South Carolina; schedule adjustments may be required based on mission needs.
