Business Analyst

The Business Analyst supports enterprise IT and business transformation initiatives through business process analysis, requirements management, stakeholder engagement, and process improvement. The role serves as a liaison between business units and OCIO/technical teams, translating business needs into clear requirements and helping ensure technology solutions deliver measurable business value.

The position also supports the Agency’s FOIA program and systems, including analysis, enhancement, testing, modernization, and continuous improvement of FOIA processes and case management technologies.

This position currently requires full-time on-site support. Hybrid may be an option in the future.

Responsibilities include but are not limited to:

·      Lead requirements gathering, stakeholder interviews, workshops, process analysis, and fact-finding activities.

·      Develop and maintain business requirements, process models, workflow diagrams, use cases, and related documentation using tools such as Microsoft Visio.

·      Analyze business applications, processes, systems, and capabilities to identify gaps, redundancies, inefficiencies, and opportunities for automation and modernization.

·      Serve as the liaison between business stakeholders and OCIO/technical teams, translating business needs into actionable requirements.

·      Evaluate proposed solutions and ensure they align with business objectives, user needs, and measurable business outcomes.

·      Support SDLC, Agile, and project management activities, including requirements validation, testing, implementation, and system enhancements.

·      Support FOIA systems and processes, including case management, workflow improvements, reporting, records management, testing, maintenance, and modernization.

·      Develop recommendations to improve operational efficiency, customer service, system integration, and elimination of manual or duplicate processes.
