Full job description

The Manager, Estimating role is accountable for the preparation of labour and material estimates for new construction projects at Vancouver Shipyards. The Manager, Estimating leads the Estimating team within the Program Management Office and supports Business Development and Strategy teams to prepare responses to bids/proposals and tender inquiries. 

Note: Due to business needs, this position is required to be fully on-site based at 2 Pemberton Avenue, North Vancouver.

What you'll do

  • Develops new construction material, labour and subcontractor estimates in support of  new ship construction bids and on-going contract work.
  • Analyzes historical labour, material, and subcontractor performance data across a range of disciplines and business functions to determine norms and metrics applicable to future work. 
  • Develops labour rates for key new construction planning, engineering and production activities. Activities typically include work related to structural, piping, machinery, HVAC, electrical, electronics, and preservation and coating systems. Analyses historical rates and industry standards. Presents labour rates to senior management and the Program Management Office for approval and inclusion in bid submission.
  • Extracts/estimates work scope from contract and design documents and applies labour metrics and rates to estimated work content to determine production costs to be included in bids.
  • Develops material estimates for proposed work either by working with Seaspan’s Supply Chain Management team to solicit quotes from vendors or by developing estimates based on similar procurements on previous contracts to identify costs to be included in bid.
  • Applies overhead rates developed with Finance to labour and material estimates as part of bid preparation.
  • Supports the Program Management Office by developing estimates for contract change work.
  • Analyzes projected labour and material savings for proposed capital expenditure projects. Provides results to to support business case development and analysis.
  • Supports Process Improvement initiatives by evaluating labour and material savings that arise from proposed process improvements.
  • Evaluates labour and material returns from past and current contracts. Utilizes information to develop and maintain historical rate database for reference for future bids.


What you'll bring

  • A Bachelor’s Degree in Engineering or Business. Master's Degree is desirable. 
  • 3 years estimating management experience either in shipbuilding, construction, or large industrial manufacturing firm.
  • 10 years estimating experience in shipbuilding, construction, or a large industrial manufacturing firm with demonstrated increased levels of responsibility.
  •  Experience with Government contracts highly desired.
  • Strong management skills with the ability to expand estimating operations in support of projected increased workload.
  • Strong technical skills with capability to read and interpret complex specifications and drawings.
  • Understanding of modern shipbuilding design, procurement and production techniques.
  • Knowledge of production trade operations.
  • Knowledge of Government contract administration procedures.
  • Strong problem-solving skills, analytical abilities and interpersonal skills.
  • Strong customer service focus.
  • Demonstrated initiative, creativity and integrity.
  • Excellent communication skills both written and verbal.
  • Excellent computer skills including Word/Excel/PowerPoint.
  • Demonstrated ability to multi-task, prioritize and problem solve.
  • Good judgment and reasoning skills.
  • Ability to work with limited direction.

The estimated salary for this position is $143,100 - $174,900. In determining final salary, Seaspan considers many factors including the successful Candidate’s skills and experience as well as position location and internal equity. The final base salary offer will be at the Company’s sole discretion and presented as part of a competitive total compensation package.
