About the Role

We are seeking a detail-oriented and highly organized IT Technical Writer up & Bidding Specialist to support our business growth and government engagement initiatives. The successful candidate will be responsible for preparing high-quality technical proposals, managing tender submissions, and coordinating bid activities through government procurement platforms such as Etimad, Forsa, and other public and private sector procurement portals.

The role requires strong technical writing capabilities, excellent documentation skills, and a solid understanding of IT solutions, cybersecurity services, and government procurement processes within Saudi Arabia.

Key Responsibilities

• Prepare, review, and manage technical and commercial proposals for government and private sector opportunities.
• Develop compelling technical responses for RFPs, RFQs, RFIs, and tenders.
• Manage end-to-end bid submission activities through government procurement portals.
• Monitor and track opportunities on:
• Etimad
• Forsa
• Other relevant procurement and tendering platforms.
• Coordinate with technical, sales, presales, legal, and finance teams to gather required proposal inputs.
• Create and maintain reusable proposal content, templates, and knowledge repositories.
• Ensure compliance with tender requirements, submission guidelines, and deadlines.
• Draft technical documents including Statements of Work (SOWs), Scope of Work documents, implementation methodologies, project plans, and capability statements.
• Support vendor registrations, prequalification processes, and compliance documentation.
• Analyze tender requirements and identify risks, gaps, and compliance obligations.
• Maintain bid calendars and provide regular reporting on pipeline opportunities.
• Assist in contract documentation, clarifications, and post-submission activities.
• Bachelor's degree in Information Technology, Computer Science, Business Administration, Engineering, or a related field.
• Minimum 4 years of experience in technical writing, proposal management, tendering, or bid management.
• Hands-on experience using government procurement platforms such as Etimad and Forsa.
• Strong understanding of government tendering processes in Saudi Arabia.
• Excellent technical writing and documentation skills in both Arabic and English.
• Experience preparing proposals for IT, cybersecurity, digital transformation, cloud, infrastructure, or managed services projects.
• Strong attention to detail and ability to manage multiple deadlines simultaneously.
• Excellent communication, coordination, and stakeholder management skills.
• Proficiency in Microsoft Office Suite, especially Word, Excel, PowerPoint, and document formatting tools.

Preferred Qualifications

• Experience within the IT, cybersecurity, or technology sector.
• Familiarity with government procurement regulations and compliance requirements.
• Experience preparing bids for large-scale public sector projects.
• Knowledge of project management and service delivery methodologies.
• Relevant certifications in proposal management, technical writing, project management, or procurement are an advantage.
