About Radius Community Health & Healing (formerly Boyle McCauley Health Centre) 

Radius Community Health & Healing (Radius) provides interdisciplinary, team based, integrated, comprehensive, and person-centered primary health care for vulnerable Edmontonians with complex needs. Through primary care and health promotion, Radius improves the quality of life and well-being of populations and individuals who face multiple barriers to accessing health services. Radius achieves this by providing the highest standard of evidence-informed and client focused inter-professional care. We collaborate with our clients to address the broad determinants of health.

Job Description:

The Manager of Quality Improvement (QI) & Systems is a strategic leadership role responsible for fostering a culture of continuous improvement and ensuring the effectiveness, and sustainability of the organizational systems. This role integrates quality improvement, data analytics, and health information technology to drive measurable improvements in patient care, operational efficiency, and organizational performance.

As a member of the leadership team, this Manager will ensure alignment with Protection of Privacy Act (POPA) and all applicable Health Information Act (HIA), and Personal Information Protection Act (PIPA).

This position provides leadership to a multidisciplinary team and oversees critical functions including quality improvement, IT systems and infrastructure, and staff training and development.

Key Responsibilities:

 

Quality Improvement & Risk Management

  • Lead the design, implementation, and evaluation of a multi-year Quality Improvement framework aligned with provincial primary care, accreditation standards, and organizational goals.
  • Foster a culture of continuous improvement, accountability, and evidence-informed decision making.
  • Oversee the design and implementation of clinical audits, evaluation frameworks, and QI initiatives that improve patient outcomes and operational effectiveness.
  • Monitor and analyze Key Performance Indicators (KPIs) across multiple relevant domains, translating data into strategic insights for leadership and funders.
  • Ensure organizational readiness for accreditation in alignment with the Canadian Accreditation Council (CAC) and relevant regulatory standards.
  • Identify and mitigate organizational risks through proactice monitoring, timely reporting, and continuous QI practices.

IT Systems & Asset Management

  • Provide strategic oversight of the organization’s IT infrastructure, including software licensing, and Electronic Medical Record (EMR) systems (e.g., TELUS Med Access), and hardware lifecycle management.
  • Lead vendor management, including contract negotiations, service level agreements (SLAs), and performance monitoring to ensure high-quality, cost-effective service delivery.
  • Ensure the reliability and security of IT systems, including data integrity, cybersecurity protocols, and disaster recovery planning.
  • Oversee the IT support operations to ensure timely resolution of issues and minimal disruption to clinical and administrative workflows.
  • Identify and implement technology solutions that enhance patient care, operational efficiency, and data reporting capabilities.

Staff Training & Development 

  • Oversee the development, delivery, and maintenance of a comprehensive onboarding and continuous learning program for clinical staff.
  • Ensure effective training on EMR systems, privacy legislation, clinical workflows, and other relevant technologies.
  • Build organizational capacity for quality improvement, data analysis, and system utilization through education and coaching.
  • Promote a learning orientated culture that supports innovation, adaptability, and professional growth.

Leadership & People Management

  • Provide strategic leadership, mentorship, performance management, and professional development for a team of four direct reports. (QI, IT, Workplace Support/Training)
  • Foster a collaborative, inclusive, and high-performing team environment.
  • Set clear objectives, monitor outcomes, and support staff in individual and team goals.
  • Manage departmental budgets, prioritizing IT infrastructure, training, and QI initiatives.
  • Contribute to organizational planning and decision making as a member of the leadership team.

Qualifications:

  • Bachelor’s degree in Healthcare Administration, Health Informatics, Business Administration, or related field. Masters preferred.
  • 3 – 5 years of progressive management experience, ideally within a Alberta Primacy Care Network (PCN), Community Health Centre (CHC), or Alberta Health Services (AHS) environment.
  • Proven track record of managing a team, minimum 2 years of direct supervisory experience.
  • Strong practical knowledge of Lean, Six Sigma, or Institute for Healthcare Improvement (IHI) methodologies. 
  • Solid understanding of IT infrastructure, vendor contract management, and Electronic Medical Records (EMR) systems.
  • Strong negotiation skills to hold external IT contractors accountable to their Service Level Agreements (SLAs)
  • Able to translate raw health data into a narrative that clinicians and executives understand.

Preferred:

  • Certified Professional in Healthcare Quality (CPHQ) or Lean Six Sigma, green/ black belt.
  • Deep familiarity with Alberta Health Information Act (HIA) and privacy impact assessments (PIAs)
