Position Title: Subcontracts Administrator
 
Location: Irvine, CA
 
Work Arrangement: On-Site (Hybrid available)
 
Position Summary:
The Subcontracts Administrator will support the Project and Contracts Managers and be responsible for the full lifecycle administration of Subcontracts in accordance with company processes and procedures and in compliance with applicable laws and federal regulations including Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations Supplement (DFARS). A successful candidate must be able to be an effective communicator internally and externally, be highly organized, and able to resolve a wide range of business issues in a timely manner.
 
Required Skills/Qualifications:
  • Collaborate with Contracts, Procurement, and Program Management to effectively administer subcontracts, including pre- and post-award administration.
  • Work closely with the Contracts Lead and Program Management to develop and distribute subcontract solicitations documentation including Non-Disclosure Agreement, Letters of Commitment, Teaming Agreements, and Request of Packages to support DZYNE proposal development.
  • Perform proposal cost or price analyses in conjunction with Program Management and document the subcontract file in accordance with the company purchasing process
  • Support subcontract negotiation and prepare and finalize subcontracts in accordance with negotiated terms, as well as government and company requirements. 
  • Provide Subcontract Administration through life of subcontract, including but not limited to review and approval of subcontractor invoices and monthly reports, ensuring compliance with subcontract terms; drafting and issuing subcontract modifications; supporting/assisting management in resolution of any subcontract issues; obtaining required annual subcontractor certifications; securing subcontractor closeout documentation; and maintaining all required subcontract files on company server.
  • Must have an understanding of the FAR and DFARS with experience administering Services Contracts.
  • Must have an understanding of federal contract types and risk including Cost-Reimbursable, Time and Material (T&M), and Firm-Fixed-Price (FFP) type subcontracts
  • Must be extremely organized, detail-oriented, and demonstrate strong time management and critical thinking skills, with the ability to coordinate and prioritize multiple projects in a fast-paced environment.
  • Proficiency in business software programs including Microsoft products and automated accounting systems.
Preferred Skills/Qualifications:
  • Experience working within a government-approved purchasing system.
  • NCMA Certified Contracts Management Professional (CPCM) or equivalent certification.
  • Secret clearance eligible.
Education: 
  • Bachelor's degree in business administration, or related field, or equivalent work experience.
Clearance Level Required: Secret.
 
Travel Required: Less than 10%
 
Working Conditions:
The diversity of work conditions may range from an environment, such as a general office environment, to warehouse and other facilities. This role will primarily be in a general office environment.
 
Physical Demands:
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job:
  • Must have the ability to stoop, stand, climb, occasionally lift a minimum of 10 lbs.
  • Involves movement between departments, floors, and worksites to facilitate work.
Export Control / ITAR Requirement:
This position requires access to information and technology subject to U.S. export control laws and regulations, including the International Traffic in Arms Regulations (ITAR). As a result, employment is contingent upon meeting applicable export control eligibility requirements and compliance obligations.
 
Work Authorization
Candidates must be legally authorized to work in the United States on a full-time basis without the need for current or future employment visa sponsorship.
 
Salary: $80,000-$120,000 (annually)
Salary depends on relevant work experience, education, training, essential skills, and/or other factors, such as specialized or high-demand professions. In addition to the annual salary, the position will be eligible for an annual bonus. The pay range for this job level is a general guideline only and not a guarantee of salary or annual bonus.
