Role Purpose:
The Export Control Manager is responsible for ensuring Yamazaki Mazak Singapore’s full compliance with export control regulations, including Japan METI (FEFTA), Singapore Strategic Goods Control Act (SGCA/SGCO), and Mazak Global Internal Compliance Program (ICP).
This role serves as the central point of contact for export control matters, supporting daily operations, business travel compliance, and technology transfer controls—while providing critical backup support to the existing Export Control Department (ECD) function to mitigate single-point-of-failure risk.
Key Responsibilities
1. Export Control Compliance & Governance
- Implement and enforce company export control policies across all departments
- Ensure compliance with:
- Japan METI (FEFTA) regulations
- Singapore Strategic Goods Control Act (SGCA/SGCO)
- Mazak Global Internal Compliance Program (ICP)
- Monitor regulatory updates and recommend policy/process improvements
2. Classification & Risk Assessment
- Perform classification of:
- Machine-tool parts, CNC components, and sub-assemblies
- Technical data (drawings, NC programs, PLC logic, manuals, etc.)
- Assess risk of Intangible Technology Transfer (ITT), including deemed exports
- Provide guidance when classification is unclear and escalate to HQ ECD where required
3. Permit Management & Regulatory Submissions
- Coordinate and apply for export permits for controlled goods and technologies
- Track approval timelines and ensure compliance before shipment or transfer
- Liaise with relevant authorities (e.g., Singapore Customs) and Mazak Japan HQ
4. Stakeholder Engagement & Advisory
- Act as the main advisory point for:
- Sales, Service, Production, Engineering teams
- Cross-border technical discussions or customer interactions
- Support departments in identifying export control risks in operations
5. Training, Awareness & Documentation
- Conduct regular export control training and awareness sessions on prohibited items and export compliance risks
- Develop user-friendly guidelines, SOPs, and checklists
- Maintain accurate documentation, audit trails, and compliance records
- Ensure readiness for internal and external audits
6. Incident Management & Escalation
- Investigate and report potential breaches (e.g., unauthorized data transfer, non-compliance)
- Escalate issues to management and Mazak Japan HQ ECD where required
- Support corrective and preventive action implementation
Requirements & Competencies
Education & Professional Background
- Bachelor’s degree in Engineering, Compliance, Legal, Business, or related field
- Certification in export control / trade compliance (preferred but not mandatory)
Experience
- 8-10 years of experience in:
- Export control / trade compliance / regulatory compliance
- Manufacturing or precision engineering industry preferred
- Familiarity with:
- Export licensing processes
- Technical data control / ITT risks
