CONTEXT
World Vision is a Christian relief, development and advocacy organization working to improve the quality of life of people, especially children, who are marginalized and living in poverty. World Vision helps all who are in need regardless of their religion, race, ethnicity or gender.
World Vision International in Viet Nam (WVIV) is supported by multiple countries and funded through a combination of sponsorship programs (majority) and Private Non-Sponsorship (PNS)/grants. WVIV operates across multiple provinces and implements Area Development Programs (ADPs) that focus on communities with high levels of poverty, often including ethnic minority populations. In addition to ADPs, WVIV implements various Special and Grant Projects to address the specific needs of vulnerable children in both ADP and non-ADP areas.
WVIV is headquartered in Hanoi, while the majority of staff are based locally in ADPs and project sites across the country, which enables them to work closely with government partners and communities on a daily basis.
JOB PURPOSE
This position is to ensure accurate financial management, reporting, and compliance across National Office, ADPs, and projects, including grants and treasury operations. The role provides technical accounting support, guidance, and training to project finance staff, while maintaining finance systems, manuals, and departmental objectives. It also safeguards financial integrity, supports decision-making, and enables effective program and grant implementation.
MAJOR RESPONSIBILITIES
I - FIELD OFFICE ACCOUNTING FUNCTION (25%)
- Prepare and process monthly Foreigner Contractor Tax declarations, VAT refund dossiers, and S&B voucher interface in Sun Systems.
- Review and reconcile funding accounts monthly; enter and review Sun Systems data, and prepare accurate, timely supporting schedules and financial reports in coordination with the Finance Department.
- Conduct field monitoring of projects not directly supported to ensure compliance and financial accuracy.
- Provide inputs to the Finance Department’s annual objectives and ensure Finance Manual and Field Finance Manual are updated timely in line with WVI standards.
II - GRANT/ PRIVATE NON-SPONSORSHIP (PNS) FINANCIAL MANAGEMENT (30%)
- Develop and review budgets for Grant/PNS proposals;
Grant and PNS with Life of Award >$1M Projects Management:
- Monitor burn rates and communicate with stakeholders for timely corrective action.
- Review donor-required financial reports before submission; perform quality checks on financial reports.
- Conduct site visits and monitoring trips to ensure Grant/PNS compliance, minimize financial risk, and provide technical support.
- Provide training, coaching, and guidance to project teams on financial requirements and donor compliance.
- Coordinate with functional departments and the Project Finance team to support ADPs/projects during emergency responses, ensuring humanitarian standards and accountability.
- Provide Grant/PNS finance data to inform implementation strategy discussions.
III - TREASURY MANAGEMENT (20%)
- Prepare monthly funding forecasts and manage liquidity, cash, and bank operations at both AP and National Office levels.
- Control office cash levels within approved limits and update hedging forecasts as required.
- Provide technical accounting support and orientation/training to ADP/Project finance staff, including site visits, especially for projects in transition or without finance staff.
IV - PROJECT ACCOUNTING AND SUPPORT (20%)
- Provide technical accounting support to ADP or Project Finance Officers.
- Provide orientation and training to the ADP/Project Finance Officers when required.
V - OTHERS (5%)
- Perform other duties as assigned by the manager to contribute to the team performance.
JOB REQUIREMENT
- Minimum 3 years’ experience in finance position
- Experience in community development or with similar INGO.
- Experience in bank reconciliation, journal preparation, general ledger, financial statements, treasury management and government tax requirements.
- Experience in grant finance
- Bachelor’s Degree in Accounting/Finance
- Good command of English (both written and verbal)
- Good knowledge of accounting theory, financial statements and government tax requirements
- In-depth working knowledge of computerized accounting systems, especially Sun Systems, PMQ&A.
- Good interpersonal and communication skills
- Good computer skills
