Key Responsibilities:
KEY RESPONSIBILITIES
Technical Survey, Design & Construction Supervision
- Conduct field engineering surveys, soil tests, and hydrogeological assessments for water source development and water tower foundations.
- Oversee and supervise the drilling of deep tube wells (4.25"/110mm), installation of solar pumping systems with VFD, construction of steel structure towers with GRP tanks, and installation of uPVC piped distribution networks with meters.
- Supervise the construction and rehabilitation of gender-responsive, disability-inclusive, and climate-resilient school WASH facilities (latrines, handwashing stations, waste management).
Quality Control, ESS & Safety Compliance
- Conduct strict quality control checks on all incoming WASH construction materials (uPVC pipes, GRP tanks, solar PV modules, pumps) against Bill of Quantities (BOQ) specifications.
- Ensure all construction activities adhere strictly to UNICEF Environmental & Social Standards (ESS), Occupational Health & Safety (OHS) protocols, and Sphere standards.
- Maintain photo logs (before, during, and after construction) and complete technical site inspection records for verification and audits.
Technical Capacity Building & Operation & Maintenance
- Provide hands-on technical training to local pump mechanics, artisans, and Village WASH Committees (VWCs) on routine system operation, pump maintenance, and repairs.
- Guide community structures on water quality testing, chlorination procedures, and system troubleshooting to ensure long-term functionality
Contractor Supervision & Technical Reporting
- Supervise third-party contractors and suppliers to ensure structural works are completed on schedule, within budget, and up to technical standards.
- Coordinate closely with the Project Manager and the technical PQD WASH Specialist (Engineer) for technical recommendations and problem-solving.
- Prepare and submit weekly and monthly engineering progress reports, technical verification documents, and completion certificates.
KNOWLEDGE/QUALIFICATIONS FOR THE ROLE
- Minimum 2 years’ experience in humanitarian response or WASH-related field operations.
- Bachelor’s Degree or Diploma in Civil Engineering, Water Resources Engineering, or AGTI (Civil).
- Proven experience in monitoring WASH infrastructure and conducting quality control of materials.
- Experience in providing technical support at field level.
- Strong understanding of emergency response contexts.
- Minimum 2–3 years of professional experience in WASH infrastructure monitoring, solar-powered water supply schemes, tube well drilling, and construction supervision within an NGO/INGO or humanitarian context.
- Proficiency in AutoCAD, engineering surveying, BOQ preparation, and reading structural drawings. Knowledge of solar pumping systems (VFD) and GRP tanks is highly desirable.
- Excellent command of Myanmar and English.
- Strong planning, monitoring, and reporting skills.
- Proficient in computer applications and information management.
- Knowledge of local context and organizational culture.
- Excellent interpersonal skills and analytical and problem-solving skills
- Knowledge of WASH standards and humanitarian principles
- Frequent field travel to project areas, including emergency response locations
- Good health; ability to travel to and work in rural/remote areas.
