POSITION DESCRIPTION:

The Insurance Project Manager drives the end-to-end design, implementation, and oversight of climate and health insurance solutions in Cambodia. This role bridges strategic product development with ground-level execution—ensuring regulatory compliance, maintaining multi-stakeholder alignment, and establishing robust monitoring and documentation frameworks to maximize program reach and impact for vulnerable communities.

Key Objectives of the Job :

  • Informed Solution Design: Develop context-relevant, feasible, and compliant climate and health insurance products tailored to local market needs.
  • Operational Excellence & Oversight: Ensure high-quality program execution through systematic monitoring, joint reviews, and timely adjustments. And Ensure projects comply with insurance regulations and internal governance.
  • Strategic Partnerships: Position the organization as a trusted leader through effective advocacy, regulatory alignment, and stakeholder convenings.
  • Institutional Knowledge: Build a comprehensive body of documentation, process maps, and impact reports to guide scaling and future program iterations.

MAJOR RESPONSIBILITIES:

I. Project Monitoring & Coordination

  • Establish joint monitoring frameworks with local insurers and partners to assess product uptake, claim payout speeds, and field execution.
  • Conduct frequent local field visits across target Cambodian provinces to monitor distribution, collect user feedback, and resolve operational bottlenecks.
  • Oversee baseline, mid-term, and endline impact studies to measure socio-economic resilience and financial protection among policyholders.
  • Analyze operational data and product performance metrics to recommend iterative improvements to the program design.
  • Coordinate with compliance and legal teams.
  • Incorporate regulatory changes into project plans.

II. Product Design & Feasibility

  • Design and execute feasibility studies, risk profiling, and market research to identify gaps in climate and health risk coverage.
  • Collaborate with actuaries, local insurers, technical experts, and communities to co-design micro and parametric insurance products.
  • Evaluate off-the-shelf and custom insurance products, evaluating their suitability, affordability, and distribution channels.
  • Assist partners in navigating local regulatory requirements (e.g., Insurance Regulator of Cambodia) to ensure smooth product filing and compliance.
  • Analyse existing insurance process and identify improvement opportunities.
  • Streamline underwriting, claim, policy administration, billing, or customer service workflow.
  • Risk Management - Identify project risks early and develop mitigation and contingency plans. And escalate critical issues when necessary.

III. Administrative & Operational Management

  • Manage local project expenditure, review partner invoices, track budget burn rates, and ensure alignment with donor compliance rules.
  • Oversee administrative arrangements for field trips, stakeholder meetings, workshops, and consultant field deployments.
  • Coordinate terms, agreements, and deliverables with local contractors, research firms, and insurance partners.
  • Manage day-to-day local administrative workflows, procurement of field supplies, and routine project compliance tasks to maintain smooth operational flow.

IV. Process and Documentation

  • Document step-by-step operational workflows, distribution processes, and claim mechanisms to create standardized guidelines.
  • Draft comprehensive research reports, feasibility studies, and case studies detailing findings, challenges, and lessons learned.
  • Maintain a centralized digital repository of regulatory submissions, product designs, monitoring data, and stakeholder agreements.

V. Representation & Stakeholder Engagement

  • Organize and facilitate annual multi-stakeholder meetings involving government authorities, insurance providers, local partners, and beneficiary groups.
  • Serve as the primary local point of contact for regulatory affairs, keeping international and local teams aligned on legal and compliance updates.
  • Represent the project at national and regional forums, workshops, and working groups related to microinsurance, health, and climate adaptation.
  • Prepare clear, data-backed progress reports, meeting syntheses, and technical updates for donors, partners, and internal leadership.

REQUIREMENTS:

  • At least bachelor's degree in development studies, project management, business administration, economic, health, education, or any relevant field
  • Minimum of 5 years of professional experience in the insurance sector, inclusive of insurance product management, microinsurance, or relevant project management roles within NGOs/development organizations.
  • Familiarity with index-based insurance, parametric climate solutions, or health financing models
  • Deep familiarity with Cambodian insurance frameworks, regulatory bodies, and compliance processes.
  • Strong aptitude for digital tools, insurtech platforms, data collection systems, and modern project management software.
  • Proven ability to work independently with minimal oversight, taking full ownership of project milestones.
  • Demonstrated track record in organizing high-level multi-stakeholder forums or government dialogues.
  • High proficiency in spoken and written English and Khmer to engage effectively with both local partners and international stakeholders.
  • Willingness and capability to travel frequently within Cambodia (provinces and rural regions).
  • Proven leadership ability
