Job Description:


MAJOR RESPONSIBILITES:

  • Co-lead a large network of FSL partners through cluster meetings and training workshops as well as one-on-one advisement.
  • Together with the cluster coordinator, provide leadership and strategic direction in the prioritization of needs and selection and monitoring of project proposals and common funding criteria for inclusion in South Sudan Humanitarian Fund (SSHF) standard and reserve allocations, Central Emergency response fund (CERF), DOS priorities, and other inter-agency funding appeals.
  • Co-lead in conducting various FSL-related assessments, analyses, and prioritization processes, including through the Inter Cluster Coordination Group (ICCG), and other sub-national coordination mechanisms.
  • Facilitate Technical Working Groups when needed (for example, Agriculture, Livestock, Fisheries, Cash and Markets) and oversee the smooth implementation of the national Integrated Emergency Response Program (IERP) by different partners.
  • In coordination with the cluster coordinator, ensure that the Cluster's strategic operational framework is regularly updated to reflect evolving needs, and that appropriate links and dialogue are maintained with Cluster partners and other relevant actors, especially national NGOs and INGOs, as well as the NGO Forum.

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE:

  • Minimum of a bachelor’s degree in Disaster Risk Management (DRM), Agriculture, Food Security or a relevant field from a recognized University
  • Minimum 5 years of experience in managing FSL projects in fragile contexts
  • Technical competence in the Cluster system and Food Security and Livelihoods sector
  • Ability to contribute actively and meaningfully to complex analysis and strategy formulation
  • Full understanding of the humanitarian Cluster system including pooled funding mechanisms
  • Strong ability to work with diverse stakeholders to develop consensus
  • Effective communicator with strong presentation/facilitation skills
  • Ability to apply humanitarian principles and enable the links between emergency response, recovery and transition to development
  • Experience in proposal development and budget management a key attribute
  • Fluent verbal and written communication in English
  • Master’s Degree in a relevant field is preferred
  • Experience in proposal design and writing and/or reviewing
  • Prior experience working with a UN agency or within the Cluster system
  • Arabic language skills considered a plus
  • Juba-based with up to 25% domestic field travel
  • Ability to work in a hardship posting under stressful circumstances
