Manager, District Parking Operations
About this role
The West Kowloon Cultural District Authority welcomes exceptional talent with a passion to realise the vision and mission of making the West Kowloon Cultural District a prime local and international destination for arts, culture and entertainment.
You will be engaged in the work of the District Facility Services Department reporting to the Head of Facility Services and be responsible for:
- formulating and co-ordinating the business strategy, direction and plans for car park operations in West Kowloon Cultural District (“WestK”);
- managing third party car park operators engaged in WestK and overseeing their day-to-day operations to ensure compliance with the Authority’s standards, SLAs and procedures;
- working closely with other departments to implement their parking promotions and initiatives;
- coordinating with other departments on car park revenue reporting;
- reviewing service contracts related to the operation of car parks in WestK and regularly monitor for quality and performance;
- overseeing facilities and equipment required for operating WestK car parks and the responsible party for implementing/maintaining such infrastructure;
- developing improvement plans for standard procedures, control measures and environmentally friendly measures related to the parking operation in WestK including opportunities for enhancing the overall parking visitor experience in WestK;
- advising and co-ordinating with other Departments on future planned car parking facilities in WestK from initial design through to operation;
- preparing tenders, RFQ and contracts with budget plans, cost analyses, procurement proposals and Board papers for car park operations;
- managing all maintenance and repair contracts for car parking areas to ensure compliance with maintenance standards;
- co-ordinating with other teams to arrange cleaning, repair and maintenance work for car parking areas in WestK;
- performing other duties or ad-hoc tasks as assigned by District Facility Services Department; and
- performing any other duties from time to time as the Authority may reasonably direct.
You should:
- possess a recognised university degree/ tertiary education in real estate, business management or related disciplines;
- have around 8 years of relevant experience in car park and facilities management, operation and development; exposure to the arts and cultural environment or tourism sector will be an advantage;
- have solid supervisory skills and experience in managing local sizable car parks;
- possess knowledge of latest car park management systems and technology; and
- have strong interpersonal skills and be proficient in written and spoken communication skills in English and Chinese.

A Development Plan for the District, based on well-received Foster + Partner’s Conceptual Plan, was approved by the Chief Executive-in-Council in January 2013. Overlooking the magnificent Victoria Harbour, the District will begin to take shape over the next decade.
By developing this sizable project in phases we can start to bring the district to life. The Xiqu Centre, Freespace, Art Park, M+, Hong Kong Palace Museum and Lyric Theatre Complex, will be developed as a first batch of facilities aiming for opening to the public.
