What You'll Be Doing
Lead Wake County's Financial Future as Our Next Cash & Investment Manager!
As the Cash & Investment Manager of Wake County, you will be responsible for managing the County’s cash and investments which includes, but is not limited to, forecasting appropriate and necessary daily cash liquidity, maximizing earnings of diversified investments in accordance with NC general statutes, tracking and reconciling cash and investment balances, reporting cash and investment balances and performance, tracking investment performance and industry trends, completing required statutory reporting and reporting related to deposits and investments for ACFR, managing banking and brokerage relationships and performing other tasks as assigned, while in frequent collaboration with the County’s external investment advisory firm, as necessary.
In this role you will:
- Process daily cash transactions including incoming and outgoing wires and ACH transfers
- Strategically plan to ensure near-term liquidity to supports timing and level of County expenditures
- Pursue appropriate permissible investments per County’s defined investment strategy
- Make investment decisions independently while in collaboration with external investment advisor
- Partner with banks, brokerage firms and other industry professionals to make investments
- Forecast, manage and track investments with Sympro Investment Software
- Track relevant economic indicators which affect interest rates and County interest income
- Perform required reconciliations and complete required reporting
- Provide relevant investment portfolio updates to Finance Department and possibly County leadership as requested

The Basics (Required Education and Experience)
- Bachelor's degree in Finance or related field
- 5 years of experience managing Cash and Investment Portfolio for an organization
- Equivalent education and experience are accepted

Beyond the Basics (Preferred Education and Experience)
- 5 to 10 years of experience managing Cash and Investment Portfolio for a local government
- Familiarity with investment software and Microsoft Office
- Solid background in strategic planning, cash flow management and investment management

- Proficient skills in Microsoft Office applications and internet-based tools

- Ability to partner well with external professionals in making important, timely investment decisions in the best interests of the County and its citizens
- Demonstrate solid analytical, strategic, problem-solving and critical-thinking skills
- Ability to communicate thoughtfully, clearly, and succinctly, both verbally and in writing
- Ability to present information to leadership and in public forums, as necessary

Hiring Range: 112,500 to 137,500; Market Range: 88,538 - 159,359

Emergency Service Worker Statement
In the event of an emergency, as determined by the County Manager or designee, participation in preparedness and response operations should be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Employee may also be required to participate in relevant exercises and regular preparedness training.
