About this role
The Health, Environment and Safety (HES) Specialist is responsible for supporting the refinery business in establishing and maintaining a safe and environmentally secure operation and place of work.
The HES Specialist will:
Provide practical advice to meet the requirements of UK Legislation and Valero Company policies.
Conduct and support Risk Assessments and Job Hazard Analyses.
Review Valero and Contractor Safe Work Practices and Risk Assessed Method Statements (RAMS) to ensure compliance, implementation and effectiveness.
Assist the broader business in all Health, Safety and Environmental matters ensuring the Refinery procures services from organisations with appropriate standards and performance.
Support the Refinery’s safety/environmental management systems.
Review incidents and near misses to determine cause and promote effective solutions. Lead or assist in incident investigations using appropriate detailed methodology e.g. Cause Mapping, and producing Safety Bulletins as required.
Be an integral part of the Safety Team during unit and site Shutdowns, delivering safety advice and monitoring compliance.
Assist in producing Tool Box Talks for Refinery distribution.
Carry out regular Field Engagements, assessing potential trends and safety compliance gaps.
As appropriate, use monitoring systems (e.g., Indx/Pi Vision, Continuous Emissions Monitoring (CEMS), excel tools etc.,) to monitor process/operating variables and interprets to identify HES related aspects.
Support any regulatory visits and meetings while providing advice and supporting documentation as necessary.
Participate in industry/regulator workgroups as required to ensure the Company’s interests are represented and to contribute to the development of appropriate standards and policies.
Support the business in compliance with legislation, including the Control of Major Accident Hazard (COMAH) Regulations and Major Accidents to the Environment (MATTE).
Support the development and assist in the submission of the required HES reports and documentation in a timely manner. Liaise with other consultants and contractors as may be necessary to complete the work.
Carry out personal monitoring and co-ordinate the Corporate Industrial Hygiene Annual Sampling Programme.
Support the service and tracking of all personal Industrial Hygiene monitoring equipment.
Carry out noise and heat stress surveys.
Support any interventions/investigations as required, including administration, coordination of internal contributors, facilitation, recording meetings.
Communicate and present to all levels of the corporate organisation.
Support site emergency response as appropriate to the role, including supporting emergency exercises. Support roles within emergency command if required.
Support other refinery activitied including training and development, inclusive culture and volunteering.
Provide out of hours support.
Fulfil HES on call duties.
Perform other duties as assigned.
Degree in Engineering; Occupational Health & Safety; Occupational Hygiene or equivalent; and/or;
NEBOSH Diploma in Occupational Health & Safety Management (or equivalent).
2-5+ years’ experience in a Health and Safety role.
Undertake appropriate Industrial Hygiene training modules as required.
Working knowledge of UK Health & Safety legislation including COMAH, and approved codes of practice & guidance notes.
Knowledge and experience in Refining operations desirable.
This is a full-time site-based role, which includes overtime responsibilities.
