ASSISTANT FINANCIAL MANAGER (WESTPAC)

Job Summary: Manages associates in the Accounts Receivable and Payroll departments at the NEX Japan Admin Office. Responsible for day-to-day operations and financial oversight of NEX Westpac Quality of Life programs. Duties and Responsibilities: Supervises and directs personnel responsible for Quality of Life financial operations U.S. and Local National Payroll reconciliation of U.S. Dollar and foreign currency bank accounts and invoice payments. Plans assigns and directs work provides training ensures quality and productivity grants leave conducts performance evaluations and takes corrective or disciplinary action as required. Assumes the duties and responsibilities of the Financial Manager during their absence and independently performs assigned duties with initiative and sound judgment under general supervision of the Financial Manager. Oversees financial operations for NEX Westpac Quality of Life programs including bank reconciliations receivables invoice payments fund transfers General Ledger activity and resolution of financial discrepancies. Personally performs complex financial duties including bank reconciliations receivables monitoring fund transfers between internal and external financial systems verifying account balances and initiating appropriate journal entries for Quality of Life programs and U.S. and Local National Payroll. Manages financial records and resolves discrepancies by coordinating with business partners customers Store personnel and Corporate Finance partners regarding fund transfers invoices change funds and other financial matters. Ensures financial accuracy and compliance by reviewing Travel Claims in accordance with Joint Travel Regulations and Department of State regulations reviewing quarterly change fund files and evaluating Retail inventory adjustment requests for accuracy and financial impact. Analyzes financial data and prepares reports and recommendations to support management decisions and identify opportunities to improve the financial position and operational effectiveness of the Exchange. Ensures daily weekly and monthly deadlines are met and that financial discrepancies and issues are researched resolved and documented in a timely manner. Researches and prepares complex correspondence in response to inquiries from business partners and customers including detailed analysis to determine the cause and resolution of discrepancies. Participates in meetings with business partners and the Financial Manager to remain informed of issues affecting the NEXCOM Westpac District and to support resolution of operational and financial concerns. Identifies and communicates process and system improvements documenting recommended enhancements to ensure applications controls and financial processes remain efficient and effective as NEXCOM transitions to new business practices. General Experience: 3 years of experience in accounting functions which enabled the applicant to apply knowledge of established accounting and related data processing procedures and techniques.

Substitution of education for experience: 1 year of academic study above the high school level may be substituted for 9 months of experience, up to a maximum of a 4 year bachelor’s degree in Business Administration (Accounting/Finance) for 3 years of general experience.

And Specialized Experience: Two years of progressively responsible experience in accounting or financial management that provided a broad knowledge of financial operations and included experience in one or more areas such as accounts receivable, payroll, bank reconciliations, General Ledger activity, financial analysis, financial reporting, auditing, fund transfers, account reconciliation, or resolution of financial discrepancies. Experience must demonstrate the ability to analyze and verify financial data, research and resolve discrepancies, ensure accuracy and compliance with financial policies and procedures, and recommend or implement improvements to financial processes and systems.
Experience must also demonstrate the ability to plan, assign, and direct the work of employees; provide training and guidance; evaluate performance; and ensure quality, productivity, and timely completion of financial operations.
