The eastern provinces of the Democratic Republic of the Congo (DRC) are facing extreme levels of needs driven by armed conflict, displacement, natural disasters, and chronic poverty. Their situation has dramatically worsened since 2025, due to escalations of violence between Government and M23/AFC armed groups and large-scale displacement of local populations pushed from their homes.
Sud Kivu is the most concerned province today with the registration of active conflict and continous movement of populations. The Territory of Uvira remains partially under DRC's Governement.
WFP’s plan is to deploys its unconditional life-saving food and cash assistance and in the meantime plan to operationalize the scaling up of the changing-life programmes drastically affected in 2025 by the insecurity.
To support joint efforts to improve food security and nutrition of vulnerable households and host communities’ livelihoods and resilience , WFP is recruiting a Resilience Programme Officer to be based in Uvira, DRC to coordinate its saving and changing life operations in the part of Sud Kivu province.
The Programme Policy Officer will have the operational and technical skills to provide expertise for the design, management, coordination and implementation of resilience activities and WFP response operations in the field, facilitating timely, efficient, and effective approaches that are integrated across functions.
This position coordinated resillience activities funded by Germany, French and DRC Governement while acting as Head of Programme Uvira in an emergency context with moderate size and programme complexity.
This position has been created to strengthen the implementation of the funding agreement between the WFP, the DRC Social Fund and the AfDB. He will be under direct supervision of the Uvira's Head Of Filed Office .
ACCOUNTABILITIES/RESPONSIBILITIES:
1. Take a leading and collaborative role in coordinating resillience activities in Uvira in close collaboration with UN agencies and other key stakeholders.
2. Strengthen collaboration with Partners, provincial state structures, and other agencies involved in the implementation of resilience projects;
3. Lead cross-functional analysis, including context analysis to inform emergency preparedness and response.
4. Oversee planning and implementation also through regular field visits
5. Provide technical advice or mobilise technical expertise on programme and policy issues including assessment and analysis.
6. Establish and maintain operational partnerships to identify opportunities for collaborative approaches and initiatives that improve assistance packages and support advocacy work
7. Facilitate cross-functional coordination at the appropriate level and convene the counterparts from various technical/functional areas to ensure that Resilience activities is delivered in a coherent, integrated and efficient manner.
8. Ensure the implementation of resilience activities in the Uvira area.
9. Strengthen the partnership with the Social Fund in the framework of field activities, operationalize commitments made in the memorandum of understanding, and ensure they are achieved.
10. Establish a local consultation framework with all stakeholders and partners in WFP’s area of intervention.
11. Provide monthly updates on the progress of activities and develop a capacity building plan for partners and staff.
12. Design a monitoring and evaluation system for the capacity building program, in coordination with the M&E unit.
13. Submit all reports on time, ensuring that all indicators are properly documented.
14. Provide advice to Country Offices (COs) on the operationalization and integration of multi-dimensional approach to humanitarian access across their Concepts of Operations, Access strategies, workplans and, where possible, Country Strategic Plans.
15. Monitor emerging humanitarian and food security trends and potential socio- economic and political instability to identify risks and strategies for preparedness and risk reduction before crisis occurs.
16. Provide timely situational updates to senior management and a diverse range of stakeholders to ensure effective decision-making as well as required external support by the CO
17. Identify opportunities to secure additional resources from external partners, engaging with relevant actors and stakeholders.
18. Identify and leverage technological tools and solutions to enhance emergency response effectiveness and efficiency.
19. Support the preparation and dissemination of timely and reports, publications and a variety of information products or proposals for internal and external use;
20. Regularly guide and support resilient livelihoods and implementation team in identifying effective business models, and assessing the viability of income generating and return on investment across all livelihood activities;

QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
- Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University.
- Degree with additional years of related work experience and/or trainings/courses.
Experience:
- At least five (5) years of progressively responsible professional post-graduate experience relevant to the field is required.
- At least five (5) years of experience in design and implementation of humanitarian and/or development programmes on livelihoods, resilience and inclusion programmes using different assistance modalities;
- Experience in facilitating the economic development/inclusion of vulnerable and marginalized groups and managing and advising on development processes in collaboration with internal and external stakeholders, ideally in varied rural and urban contexts;
- Demonstrated experience in developing partnerships and working withprivate sector, NGOs, international financial institutions, UN and government authorities in sub-sectors relevant to livelihood programming and economic/financial inclusion;
- Experience with leadership in a variety of contexts, including in emergencies and/or hardship duty stations.
- Experience in managing multi-cultural teams.
- Experience working in collaboration with a diverse array of humanitarian actors, including governments, NGOs, U.N. agencies, civil society, etc.
- Has experience working across the Program portfolio including VAM/Nutrition.
- Has led a Sub Office or a small country/area office programme team or a component of a country office programme portfolio.
- Has engaged in policy discussions and provided input into policy decisions.
- Has led team in strategic discussions.
Knowledge & Skills:
- Proven experience in leading, motivating and developing high-performing teams.
- Has participated in design and implementation of WFP programmes focusing in food security.
- Ability to quickly develop and cultivate networks and partnerships with internal and external stakeholders.
- Driven to continuously improve processes, systems and products expected from the unit.
Languages:
International Professional: Fluency (level C) in English and French language
