JOB TITLE: Programme Policy Officer – Ebola Coordination

DURATION: 6 months
BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The United Nations World Food Programme (WFP) is the world's largest humanitarian agency fighting hunger worldwide. WFP works in partnership with governments and other stakeholders to deliver integrated programmes to enhance the food and nutrition security of the most vulnerable people and strengthen national capacities to manage programmes for achieving zero hunger.
The Eastern and Southern Africa region is one of the most hazard-affected regions in the world, susceptible to both sudden and slow-onset disasters that can outstrip short-term national response capacities. The Emergency Preparedness and Response division provides regional coordination of humanitarian preparedness and response in support of WFP operations in the Eastern and Southern Africa region.
ACCOUNTABILITIES/RESPONSIBILITIES:
Under the supervision of the WFP Emergency Coordinator, the incumbent will support WFP’s emergency preparedness and response work specific to the regional elements of the ongoing outbreak of Ebola Virus Disease (EVD). The Programme Policy Officer will be responsible for the following:
Coordination, Reporting and Information Management
Ensure the efficient planning and implementation of WFP Corporate Emergency Coordination processes, including Operational Briefings, Emergency Coordination Cell meetings and other forums necessary to ensure a well-coordination corporate response.
Produce high-quality internal documentation including draft Decision Memos, Quick Read Outs (QROs) and Notes for the Record for key meetings and events.
Communicate cross-functionally across WFP services and COs in support of overall coherence and coordination of the WFP response.
Maintain an updated list of GHQ support commitments to CO/Operations and where necessary follow-up with relevant services and offices to ensure follow-through and closure when completed.
Maintain a dedicated repository of documentation on the EVD preparedness and response, both to provide resources for COs currently preparing/responding to the epidemic, as well as provide documentation for any future WFP engagement in EVD/public health emergencies.
Support OIM as necessary in the writing of information products including Internal Updates, External Updates, data visualisations of the EVD response and other information products as needed.
Lead or contribute to other reports and analysis relating to the EVD response including donor proposals, and talking points/briefs for senior management.
Facilitate dissemination of lessons learned and best practices.
CO Support
Support Country Offices in the design of Health-related Standard Operating Procedures, such as programmatic adjustments necessary in public health emergencies.
As needed, support Country Offices in designing Memorandums of Understanding with relevant institutions such as Ministries of Health, to ensure readiness for programme implementation.
Other
As required, represent EPR in both internal and external fora relating to EVD and humanitarian coordination. Document key information and actions needed from WFP.
As required, deploy to Country Offices as required to support the EVD operation (for either preparedness or response).
Any other tasks as assigned by supervisor.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: A Bachelor’s degree in one of the following fields: social sciences, humanitarian/disaster management, development studies, public policy and management or other related fields (Master’s preferred).
Experience:
Minimum 1 year of progressively responsible professional experience in a relevant field of work.
Experience working with the World Food Programme (WFP) or other related humanitarian institutions is an advantage.
Experience of coordination and facilitation of meetings.
Demonstrated experience working in coordination with key stakeholders in public health emergencies, previous experience engaging in Health coordination structures such as Incident Management Support Teams (IMSTs) strongly preferred.
Professional experience in regional/global coordination of humanitarian or emergency programmes.
Knowledge & Skills:
Professional familiarity with the IASC and the Cluster Approach and the international humanitarian response architecture, including coordination mechanisms, UN80, and funding mechanisms.
Familiarity with standard Microsoft Office including advanced competencies with Microsoft Excel, PowerPoint and similar software.
Ability to work under tight deadlines.
Technical understanding of humanitarian programmes and/or disaster risk management.
An ability and interest to engage with different technical teams and programmes to promote programmatic integration across multiple technical sectors.
Strong interpersonal skills and ability to deal patiently and tactfully with people of different national and cultural backgrounds and to build strong partnerships.
Strong written and oral communication skills essential.
Languages: Fluency (level C) in English language essential. French language skills advantageous.
