Position Title: Financial Process Review Consultant (Pro-bono/Volunteer)
Reporting to: CFOF Director
Duration: three months
1. Background
The Chief Financial Officer (CFO) function is seeking to strengthen the efficiency, effectiveness, and user-friendliness of key business processes across its divisions and in the finance field. Over time, some processes have become unnecessarily complex, duplicative, or burdensome for users, affecting service delivery, compliance, and productivity. To address this, a Process Reviewer will be recruited to conduct a structured review of selected processes, identify redundancies and bottlenecks, and propose practical improvements that generate immediate value while establishing a roadmap for more substantial long-term process changes.
2. Purpose of the Assignment
The purpose of this assignment is to support CFO in reviewing internal processes across the division and within the finance field, with the aim of simplifying workflows, removing unnecessary duplication, reducing pain points for end users, and improving overall efficiency and effectiveness.
3. Objectives
Review selected end-to-end processes within CFO divisions and finance field operations.
Identify redundant steps, overlaps, bottlenecks, and inefficiencies.
Recommend and help implement practical quick wins that can deliver immediate improvements.
Develop a structured plan for longer-term process improvements requiring broader consultation, systems changes, or policy adjustments.
Promote more streamlined, user-centered, and efficient ways of working across CFO and field finance branches.
4. Scope of Work
The Process Reviewer will work across all relevant branches within CFO, as well as finance field branches, in close coordination with process owners and key stakeholders. The review will cover priority operational and management processes, with particular attention to process pain points, duplication of effort, approval bottlenecks, unclear roles and responsibilities, and opportunities for simplification and standardization.
5. Main Activities
Map and document existing processes within CFO divisions and finance field branches.
Consult process owners, staff, and stakeholders to understand practical challenges and inefficiencies.
Analyze workflows to identify redundancy, duplication, non-value-adding steps, and opportunities for simplification.
Prioritize process improvement opportunities based on impact, feasibility, and implementation effort.
Facilitate agreement among stakeholders on priority improvements and recommended actions.
Support the implementation of quick wins, including revised workflows, simplified steps, clarified roles, and improved handoffs.
Prepare a roadmap and action plan for medium- and long-term process improvement initiatives.
Track progress and document early results, lessons learned, and areas requiring management attention.
6. Expected Results
Quick wins identified, agreed, and implemented to improve efficiency and reduce process burden.
A clear analysis of key process gaps, pain points, and redundancies across CFO and finance field operations.
A prioritized plan for longer-term process changes, including recommendations, sequencing, and indicative resource considerations.
Improved collaboration and shared understanding among branches on how to streamline finance processes.
Practical recommendations to support a more efficient, user-friendly, and coherent process environment within CFO.
7. Deliverables
Inception note describing the proposed methodology, workplan, and priority process areas for review.
Process maps and diagnostic findings for selected processes.
A quick wins tracker indicating agreed actions, responsibilities, and implementation status.
A final report summarizing findings, improvements implemented, and recommendations for longer-term changes.
A process improvement roadmap with priority initiatives, timelines, and ownership for follow-up.
8. Reporting and Working Relationships
The Process Reviewer will report to the CFOF Director and will work closely with all relevant branches across CFO, including field finance counterparts. The role requires strong collaboration with process owners, subject matter experts, and management to validate findings, build consensus, and support the implementation of agreed improvements. The candidate will also work closely with the INK division, which is currently conducting process reviews for CFO at a larger scale.
9. Qualifications and Experience
The candidate must have a strong knowledge of the CFO function in WFP and should have worked at different levels and across functions, both in the field and at HQ. Therefore, it has been decided to use the services of a retiree.
10. Required Competencies
Depth of experience in process review and improvement.
Knowledge of finance-related processes and operating environments.
Demonstrated ability to deliver both quick wins and structured long-term recommendations.
Quality of communication, facilitation, and stakeholder management skills.
Suitability of proposed methodology and approach, if requested as part of the application.
