ORGANIZATIONAL CONTEXT:

United Nations World Food Programme (WFP) is the world's largest humanitarian organization addressing hunger and food insecurity. Yemen remains one of WFP’s most complex operating environments, with significant humanitarian needs and a challenging logistics context. WFP logistics operations play a critical role in enabling the delivery of assistance across various areas in the country and supporting the wider humanitarian response.


BACKGROUND AND PURPOSE OF THE APPOINTMENT:

WFP logistics operations play a critical role in enabling the delivery of assistance across various areas in the country and supporting the wider humanitarian response.
In this context, logistics contracting is essential to ensuring timely, reliable, compliant, and cost-effective access to required logistics services. Strong contracting support contributes to operational continuity, effective service delivery, and WFP’s ability to reach affected populations.

ACCOUNTABILITIES/RESPONSIBILITIES:

  • Provide support to logistics operations and activities, following standard processes and facilitating the effective delivery of food assistance to beneficiaries.

  • Monitor contract expiry dates and support follow-up on contracted logistics service provider performance, including drafting notes for the record, meeting notes, and related correspondence as required.

  • Prepare Request for Quotation (RFQ) documents in consultation with the Logistics Officer, ensuring the appropriate template and requirements are used.

  • Launch RFQs in In-Tend and manage RFQ-related correspondence in consultation with the designated Logistics Officer.

  • Provide basic guidance or training to service providers on the use of In-Tend, as required.

  • Input and tabulate offers received from service providers using the appropriate WFP format and share them with the Logistics Officer for further analysis.

  • Organize Logistics Contracts Committee (LCCs) and other contracting-related meetings, including scheduling, invitations, document circulation, minute-taking, and follow-up on administrative actions, as requested by the Head of Unit or designated Logistics Officer.

  • Maintain a complete electronic filing system for logistics contracting documentation, ensuring proper audit trail and easy retrieval of RFQs, LCCs, NFRs, contracts, correspondence, approvals, and related records.

  • Maintain and regularly update the master record for shortlisted logistics service providers, including company profiles, service categories, contact details, due diligence documents, permits, licenses, and other required documentation, and follow up on renewals as applicable.

  • Maintain and regularly update the master record for ongoing logistics service contracts, including contract reference numbers, service provider details, service categories, validity periods, approved rates, ceiling values, amendments, extensions, and related contractual documents.

  • Manage routine communications with logistics service providers, including responding to queries, sharing information, and following up on required actions, in consultation with the Head of Unit or designated Logistics Officer.

  • Participate in assessment visits to potential service providers and prepare relevant reports as required.

  • Collect, compile, and tabulate logistics contracting data and prepare routine reports, summaries, and inputs as requested by the Logistics Officer.

  • Prepare draft contracts, award letters, addendums, extensions, and related correspondence, and follow up on their review, approval, circulation, signature, and filing in coordination with the Logistics Officer and Contracting Authority.

  • Assist in contingency planning and logistics preparedness reviews.

STANDARD MINIMUM ACADEMIC QUALIFICATIONS:


Education: Completion of secondary school education. A post-secondary certificate in business administration, contract administration, accounting, data management, records management, archiving, secretarial studies, or another related field is desirable.

Experiences:

Minimum 5 years of experience, composed of a minimum of 3 years in the field of the position and 2 years in any other field but preferably in the field of the position or related.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:

  • Experience analyzing data (on offers, trends, etc.) and drafting reports.

  • Experience in measuring service providers’ performance against set KPIs.

  • Experience in assisting with the preparation of contract documentation.

  • Experience in providing technical business support in corporate systems.
