BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The World Food Programme (WFP) is the largest humanitarian organization addressing hunger and malnutrition globally. The WFP Nutrition Strategy emphasizes prevention of all forms of malnutrition and positions food fortification as a key strategy to increase micronutrient intake among vulnerable populations.
Across the Middle East, Northern Africa and Eastern Europe (MEENARO) region, multiple burdens of malnutrition persist. Iron deficiency anemia, folate deficiency, vitamin D deficiency, and zinc deficiency remain widespread among women, children, refugees, and food‑insecure populations. Food systems across the region are strained by conflict, displacement, import dependency, inflation, and instability, which exacerbate poor dietary diversity and reduce access to, and limit production of fortified foods.
Several MEENARO countries have mandatory fortification policies, particularly for wheat flour, oil, and salt. However, implementation varies significantly, with challenges related to regulatory enforcement, monitoring systems, industry readiness, premix supply, laboratory capacity, and coordination between ministries. As WFP strengthens its work on fortification across regions, MEENARO requires a structured, evidence‑based understanding of the current landscape to inform strategic engagement and support.
To support this, WFP MEENARO is commissioning a regional food fortification landscape analysis, which will generate actionable insights that will support the scale up of food fortification within the region.
ACCOUNTABILITIES/RESPONSIBILITIES:
The consultant will provide technical support to conduct a regional food fortification landscape analysis across the MEENARO region and generate clear recommendations to guide WFP’s regional and country‑level fortification efforts. Specifically, the volunteer will:
- Analyse secondary data information related to food fortification landscape, and identify information gaps
- Conduct a fortification landscape analysis and support WFP’s conduct of structured meetings with key stakeholders in selected countries, TBD, in the region (government ministries, standards bodies, food safety authorities, private‑sector producers, importers, laboratories, academia, UN agencies, and partners).
- Assess:
- Policy & regulatory environment
- Fortification vehicles
- Industry and infrastructure, supply chain and market structure
- Quality assurance, quality control and compliance
- Coordination, governance and financing
- Current uptake by social assistance, school meal and humanitarian programs
- Social behaviour change (SBC)
- Consolidate the data collected across main themes, and conduct triangulation of the data (from existing national documents, nutrition surveys, reports)
- Provide recommendations on priority fortification workstreams for the regional hub and selected countries and identify necessary enabling actions, in addition to PPT slide decks on that will be shared by WFP in the form of internal webinars to disseminate the findings.
- Compile findings and recommendations in a regional landscape analysis report.
DELIVERABLES AT THE END OF THE CONTRACT:
- Regional food fortification landscape analysis report
- Final presentation (slide deck) to MEENARO leadership and GHQ fortification team
- Slide Deck to be used during the webinars to WFP COs to disseminate results
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Graduate Degree in Nutrition, Food Technology, Safety and Quality, Business, or a related Science.
Experience:
At least 3 years of relevant working experience, ideally at the interface of the public and private sector, preferably related to food fortification.
Knowledge & Skills:
Strong analytical and communication skills. Experience in supporting government and private sector on aspects related to food fortification. Collaborative spirit: able to liaise with a wide range of people at all levels and across different cultures and to act with credibility and diplomacy. Communication: able to engage with various stakeholders from different sectors and backgrounds. Strong drive, self-motivated and able to work with a high degree of autonomy.
Languages:
- Knowledge of Arabic required (at minimum reading proficiency, with spoken skills as a strong advantage)
- French (B2 or higher) considered an additional asset
