BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
As part of zero hunger SDG 2 and Partnerships SDG 17, WFP’s shift from delivering to delivering and enabling countries aims at improving efficient and effective institutions, systems and programmes that will be able to tackle the root causes of food insecurity and emergency responses. WFPs experience during the COVID-19 response demonstrated that there is a high demand for WFP’s procurement services.
As part of this effort, additional support is required to provide Country Offices with practical guidance on procurement service provision, procurement governance, and capacity strengthening activities. The position supports the implementation of Global Headquarters Procurement (SCDP) priorities by contributing to procurement service delivery, procurement portfolio support, knowledge management, market intelligence activities, supplier engagement, and procurement capacity strengthening initiatives across the region and wider.
ACCOUNTABILITIES/RESPONSIBILITIES:
Under the supervision of the relevant SCDP category manager within Global Headquarters Procurement, the incumbent will be expected to perform the following tasks:
1.
Provide support to Country Offices engaged in procurement, service provision, including the promotion of procurement best practices, procurement governance principles, and alignment with applicable global procurement frameworks.
2.
Support Procurement initiatives by contributing to assessments, reviews and related capacity development activities.
3.
Support SCDP procurement activities through market analysis, supplier engagement, procurement portfolio support, category-related activities, knowledge management, and the sharing of lessons learned and best practices.
DELIVERABLES AT THE END OF THE CONTRACT:
By the completion of this contract date, the incumbent will have presented to full completion the following deliverables:
1.
Create relevant KPIs for procurement capacity strengthening and activities.
2.
Develop a guidance note for Procurement based on the experiences and best practices from country offices.
3.
Support the Supply Chain Gap Assessment in providing input from a procurement perspective.

QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Advanced University degree in International Affairs, Economics, Procurement and Supply chain or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.
Experience:
Minimum of 3 years in procurement in both the private sector and humanitarian sector experience. Experience in capacity strengthening is highly preferred.
Knowledge & Skills:
Good analytical skills: ability to communicate clearly both orally and in writing; ability to work in a team and establish effective working relations with people of different national and cultural backgrounds. flexibility in accepting work assignments outside normal desk description. Demonstrated ability to develop and maintain effective work relationships with counterparts and staff within the office, ability to establish priorities and to plan, coordinate and monitor own work plan.
Languages:
Fluency (level C) in both oral and written communication in Spanish and English
