JOB TITLE: Change Management Consultant (Organisational Change and Stakeholder Engagement)

DURATION: 11 months (EOD 31 August 2026 NTE 30 July 2027)


BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The Change Management Service (CMS) at WFP operates as a strategic enabler within the Workplace Management Department, supporting WFP’s transformative journey and institutionalising change management across the organisation.

Reporting to the Assistant Executive Director, Workplace Management, CMS develops and implements coherent change management policies, standards and practices aligned with WFP’s strategic objectives. CMS facilitates organisation-wide change, supports the simplification of ways of working, undertakes horizon scanning to understand changes affecting WFP, including UN reform, and streamlines the Duty of Care concept and instruments.

Within this context, the Change Management Consultant Level II will work under the general supervision and guidance of the Director, Change Management Service, in close collaboration with CMS colleagues and relevant stakeholders across Human Resources, Communications, Departments and Global Functions. The incumbent will support leadership engagement, stakeholder coordination, communication and implementation planning for agreed change priorities, including organisational alignment, WFP simplification, Duty of Care and UN reform-related workstreams.

ACCOUNTABILITIES/RESPONSIBILITIES:
1. Act as a Change Management Relationship Manager:
• Build strong, collaborative relationships with CMS, Human Resources, Communications, Departments, Global Functions and other key stakeholders involved in organisational change initiatives.
• Understand the value that senior leaders, Directors, managers and technical teams are aiming to achieve through WFP’s strategic change agenda, including new ways of working and simplification priorities.
• Track stakeholder engagement and feedback, identify readiness gaps and propose practical improvements to strengthen adoption and implementation.
2. Advocate for CMS Priorities and Business Needs:
• Help stakeholders understand the purpose, expected impact and practical implications of organisational alignment, WFP simplification and Duty of Care changes.
• Support the translation of strategic priorities into clear change plans, engagement approaches, communication products and implementation roadmaps.
• Promote a cross-functional, field-inclusive and user-centred perspective when shaping change interventions, tools and supporting materials.
3. Communicate with Business Stakeholders:
• Work with the Communications business partner and relevant stakeholders to coordinate transparent, consistent and timely communication on CMS-led or CMS-supported change initiatives.
• Manage expectations across multiple stakeholder groups by providing clear information on objectives, timelines, implications and required actions.

  • Prepare or coordinate engagement materials, briefing notes, updates, talking points and other communication products that support effective leadership engagement and change readiness.

4. Analyse and Shape Change Demand:
• Establish proactive conversations with stakeholder groups to understand operational needs, business challenges, opportunities and expected value from change initiatives.
• Support the definition of problem statements, objectives, success measures and implementation considerations for priority change workstreams.
• Identify dependencies, risks, resistance points and coordination needs, escalating issues and proposing mitigation measures as appropriate.
5. Support Delivery of CMS Workstreams:
• Coordinate completion of engagement plan activities, including orientation sessions, people support tools, technical updates and leadership engagement or training activities.
• Support development of the WFP simplification concept, approach, phased implementation plan and programme of work, including short-term and longer-term simplification opportunities enabled by AI and frontier technologies where relevant.
• Contribute to the finalisation and streamlining of Duty of Care concepts, instruments and supporting documentation.
6. Influence Stakeholders and Enable Adoption:
• Influence stakeholders at multiple levels of the organisation to build readiness, reduce uncertainty and support adoption of agreed change priorities.
• Leverage relationships and structured engagement to help decision makers and technical teams move forward with initiatives that benefit the organisation as a whole.
• Identify and help address challenges such as differing agendas, resistance to change, competing priorities or unclear accountabilities.
7. Perform other duties as required to support effective delivery of CMS objectives and emerging organisational priorities.


DELIVERABLES AT THE END OF THE CONTRACT:
The listed deliverables are indicative and not exhaustive; additional outputs may be required in line with evolving organisational needs and priorities.
• Engagement plan activities coordinated and completed, enabling Directors, managers and technical teams to understand and adapt to organisational changes.
• Communication approaches, materials and channels developed or coordinated to reach individuals and groups impacted by, or driving, change.
• Change readiness inputs, stakeholder feedback and implementation risks tracked, with practical recommendations provided to CMS leadership.
• WFP simplification concept, approach and programme of work supported, including a phased implementation plan for agreed simplification priorities.
• Duty of Care concept and instruments finalised or streamlined, with supporting documentation prepared as required.
• Briefing notes, presentations, talking points, updates and other materials prepared to support senior-level engagement and decision-making.
• Cross-functional coordination mechanisms supported, including meetings, action tracking and follow-up with relevant stakeholders.


QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: University degree or equivalent in one of the following disciplines: Business Administration, Engineering, Economics, International Development, Leadership and Change Management, Project Management, International Cooperation and Development or a related field.

Experience: A minimum of five (5) years of relevant professional experience, preferably within international development or humanitarian contexts, with demonstrated experience managing complex projects or change initiatives involving multiple stakeholders.

Knowledge & Skills: Strategic influence and stakeholder engagement; ability to engage senior stakeholders, challenge the status quo constructively and act as a trusted advisor. Strong business analysis and change management capabilities, with the ability to define needs, translate them into actionable plans and communicate complex issues clearly and persuasively. Highly motivated, self-directed and collaborative, with strong interpersonal skills, customer orientation and proven ability to deliver quality work under pressure in complex, fast-paced environments.

Languages: Fluency (level C) in English. Intermediate knowledge (level B) of a second official UN language is desirable.
