Position Summary

Underwater Mechanix Services (UMX) is seeking an experienced Marine Construction Foreman to directly lead an assigned field crew on marine, heavy civil, waterfront, and commercial diving support projects. Working under the Field Superintendent, the Foreman organizes daily work, assigns tasks, monitors production and workmanship, enforces safety requirements, and ensures the crew has the tools, materials, and equipment needed to complete assigned activities.

The Foreman provides hands-on field leadership and serves as the primary connection between the crew and the Field Superintendent. When diving operations are involved, the Foreman coordinates with the designated Dive Supervisor and does not assume responsibility for directing dive operations unless separately qualified and designated by UMX.

This position is based in Jacksonville, Florida, and requires travel. Full-time presence at assigned project sites is mandatory, and job locations will change as projects are completed.

Key Responsibilities

  • Directly supervise assigned field employees, assign daily tasks, communicate safety, quality, and production expectations, and monitor crew performance, attendance, and conduct.
  • Review daily work plans with the Field Superintendent and lead assigned marine, heavy civil, waterfront, and commercial diving support activities.
  • Coordinate required manpower, tools, materials, equipment, work areas, and interfaces with other crews or subcontractors, including mobilization and demobilization activities.
  • Ensure work follows current drawings, specifications, approved submittals, and scope requirements; promptly report delays, shortages, equipment issues, changed conditions, or other project impacts.
  • Lead toolbox talks, JHAs/JSAs, and pre-task planning; verify employee qualifications, PPE, and equipment inspections; enforce applicable OSHA, EM 385-1-1, NAVFAC, USACE, USCG, environmental, and company requirements.
  • Monitor workmanship and verify that completed work meets project quality standards; report and correct deficiencies before inspection or acceptance.
  • Maintain accurate crew-level records for labor, equipment, materials, safety, inspections, and production; document progress and changed conditions and report daily accomplishments, issues, and upcoming resource needs to the Field Superintendent.

Qualifications

  • Minimum of six years of field experience in marine construction, heavy civil construction, waterfront construction, commercial diving support, or a related construction environment.
  • At least two years of experience as a Foreman, Lead Person, or Crew Leader directly supervising field personnel.
  • Demonstrated ability to lead a crew of five or more employees.
  • Experience supporting NAVFAC, USACE, USCG, or other federally contracted projects.
  • Experience with marine pile driving, crane and rigging operations, barges, vessels, underwater construction, or waterfront structures.
  • Ability to read and follow construction drawings, specifications, work plans, and written instructions.
  • Ability to plan daily crew activities and monitor labor, equipment, materials, and production.
  • Strong communication, leadership, organization, and problem-solving skills.
  • Ability to complete basic field reports, time records, inspection forms, and electronic documentation.
  • Valid driver’s license and ability to obtain and maintain federal installation access credentials.

Physical Requirements

This position is performed primarily in active marine, waterfront, and heavy civil construction environments. The Foreman must be able to work outdoors in varying weather conditions, board vessels and barges, climb ladders, traverse uneven terrain, and wear required personal protective equipment.

The position requires frequent standing, walking, bending, climbing, lifting, and hands-on participation in field activities. The ability to lift or carry up to 50 pounds is required. Regular travel and work at changing project locations are essential functions of the position.
